About this file
This is an addendum to a Request for Proposal issued by St. Tammany Parish Government in Louisiana for comprehensive HVAC maintenance services at the Justice Center complex located at 701 N. Columbia Street and 601 N. Jefferson Avenue in Covington, Louisiana. The addendum clarifies the scope of work for maintenance and repair services on HVAC equipment, ventilation ductwork, chilled water piping, boiler/hot water piping, and water treatment systems. The revised Project Specifications Appendix C provides a detailed equipment list including two 600-ton York centrifugal chillers, a 1,200-ton Baltimore Air Coil cooling tower, ten Aurora centrifugal pumps ranging from 10 to 40 horsepower, two Cleaver-Brooks gas boilers rated at 3,500,000 BTU each, multiple York air handlers, 312 variable air volume boxes, and additional auxiliary equipment such as exhaust fans, water heaters, and motor starters. The parking garage equipment list includes a 35-ton air-cooled chiller, York air handler, variable air volume boxes, and elevator air conditioning package units. Written inquiries were due December 1, 2025, at 2:00 PM, with responses provided by December 5, 2025, at 2:00 PM. Proposals are due December 10, 2025, at 2:00 PM CST. The initial contract term runs from Notice to Proceed through December 31, 2026, with options for two additional one-year renewals.
The addendum addresses key clarifications regarding contractor responsibilities and preexisting conditions. The Parish confirmed that an evaluation period will be provided to the awarded vendor to identify and document preexisting equipment damage or disrepair, protecting the contractor from liability for conditions not caused by their work. The scope includes full maintenance contracts for all ductwork and piping systems, with the understanding that major capital replacements such as boiler and cooling tower replacements planned for 2026 at the Justice Center are excluded from contractor responsibility. Equipment replacement for obsolete parts must match existing specifications at no additional cost to the Parish. The contractor is responsible for supplying all equipment, chemicals, and materials at 100 percent, including thorough cleaning of all equipment with wet washing of fans, blades, and fan coil units, with debris removal and proper equipment preparation before systems are placed online.

Version 2025.1
December 1, 2025
Please find the following addendum to the below-mentioned RFP.
Addendum No.: 1
RFP#: 25-11-3
Project Name: HVAC Maintenance
RFP Due Date: Wednesday, December 10, 2025
GENERAL INFORMATION:
1. Please remove Attachment A – Project Specifications Appendix C and replace it with Attachment A – Project Specifications Appendix C – Revised (attached).
QUESTIONS & ANSWERS:
Question 1. We would like clarification on section 2.1, scope of work/services. The RFP states “ Additionally, all associated ventilation ductwork, chilled water piping, boiler/hot water piping, and water treatment equipment are not excluded and remain a part of this contract.” What is the scope of maintenance and repair you would like us to include on the duct work and piping?
Answer 1. The scope involves a full maintenance contract, meaning that any maintenance or repairs needed on the ductwork and piping should be included. Should any of these items be determined to be in disrepair during the initial equipment evaluation period, those repairs would not fall on the awarded contractor.
Question 2. Will there be an evaluation period to the vendor that is awarded the project. Meaning will the contractor have the opportunity to identify preexisting conditions, so they are not liable for work done, not done, misdiagnosed, or unidentified by the previous contractor?
Answer 2. Yes. Please refer to the second-to-last sentence in Section 2.1.
Question 3. We would like clarification on section 2.1, scope of work/services. The RFP states, “If a part is obsolete, the Provider shall replace the equipment to match the existing specifications http://www.stpgov.org/

Version 2025.1 of the failed unit, and at no additional cost to the Parish.” For example: If one of the boilers at the justice center has a leak that can not be repaired, are we responsible for changing out that boiler?
Answer 3. We are working on replacing the Justice Center boilers in 2026, in addition to the cooling towers. Please refer to the first paragraph in section 2.1 regarding proactive replacements.
