SOLE SOURCE JUSTIFICATION
FOR SIMPLIFIED ACQUISITIONS
From: William Tribley, Code 514 To: Cognizant Code 40 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
This action is to be awarded for a Firm Fixed Price (FFP) contract for supplies of fully assembled custom circuit boards for use in Land based Engineering System (LBES) plant equipment which simulates shipboard equipment.
The following parts need to be ordered from Advance Circuit Technology (ACT):
• 675 Current Module (28V) Assemblies at a cost of $72.31 each, ACT internal part no.
NSP61201020007125
• 160 Current Module Assemblies at a cost of $90.20 each, ACT internal part no.
NSP61201020007126
• 720 RTD Module Assemblies at a cost of $69.93 each, ACT internal part no.
NSP59991020007127
• 55 Signal Conditional Adapter CCAs at a cost of $257.55 each, ACT internal part no.
NSP59991020007124.
The total estimated cost is $153,307.32 at the time of documentation preparation.
Delivery is expected within 60 days of contract award. This material is needed at LBES by 4/30/2020
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S
UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
Advanced Circuit Technology (ACT) is uniquely qualified to produce these CCAs for the following reasons:
1. ACT won the bid for previous contract N6449817P4044. As part of this contract, they developed the equipment setups necessary to make the modules and NSWCPD spent the time to do the first article testing necessary to certify the modules for use. At this time, ACT is the only vendor that we have worked with to obtain qualified modules. Picking a different vendor will not only bring on the set up cost but increase the engineering work needed to validate the first article boards.
2. We have qualified this product with testing done under the previous contract. If a new vendor is selected we will need to add first article deliverables to the SOW for all assemblies, incur just under $7,000.00 in material costs and a delay of at least 90 days for procurement, fabrication and first article testing of material from a new contract manufacturer.

Vendor requalification imposes an increase in cost and a 100% increase in period of performance. It also increases the risk of not having material to support the BFC3F2 and FLT 3 Sim/Stim rollout.
3. MARKET SURVEY
A market survey was done in 2016 as part of the design activity for BFC2F2 DIU 5 SW SIM-STIM.
There were various requirements for isolated analog output modules that called for the design of custom modules that were compatible with the Danforth 8B modules series. The modules were made to be driven from common-mode analog voltage output National Instruments equipment.

5. CUSTOMER SIGNATURE
I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this sole source justification precludes the use of full and open competition.
