Federal Energy Regulatory Commission – Office of Enforcement Statement of Work

May 2018 Scope The scope of work includes a historical data dump into a database and daily/monthly appends of new data. The data includes: physical next-day and next-month (Bidweek) published index data for Natural Gas Week Data Source (up to 25 license users).

Background The Federal Energy Regulatory Commission (FERC) is an independent agency that regulates the interstate transmission of electricity, natural gas, and oil. FERC’s Mission is to ensure reliable, efficient, and sustainable energy for consumers. Fulfilling this mission involves pursuing two primary goals:

· Ensure that rates, terms and conditions are just, reasonable and not unduly discriminatory or preferential.

· Promote the development of safe, reliable and efficient energy infrastructure that serves the public interest.

In an effort to support the first goal, the Commission protects consumers through market oversight and surveillance; assuring compliance with tariffs, rules, regulations, and orders; detecting, auditing, and investigating potential violations; and developing and formulating policies and regulations to address emerging issues. The Commission employs various methods in these activities, including:

· Developing surveillance procedures to detect potential manipulation, anticompetitive behavior, and other anomalous activity.

· Identifying potential subjects of nonpublic investigations.

· Analyzing trading and other complex data related to manipulation or other improper conduct.

· Analyzing long-term electric market trends.

· Issuing, coordinating, and developing proposed policy reforms to address emerging issues affecting wholesale and interstate electric energy markets.

· Reviewing index data used to set rates in jurisdictional tariffs.

In support of these objectives, the Commission is required to review indices referenced in proposed tariff filings are being supplied by Commission approved index developers and that the indices themselves meet minimum liquidity criteria set forth in the Commission’s Price Index Order. In order to do that, staff must have access to index data from all Commission approved index developers.

The Vendor shall provide the following:

· Historical data dump of physical natural gas or electric indices for next-day and next-month markets (if applicable).

· Daily data feeds of next-day indices and monthly data feeds of next-month (Bidweek) indices.

· Data should could include: hub name, transaction date, flow date, weighted average price, volume, deal count, counterparty count (if applicable).

· If the Vendor provides aggregated data in excel spreadsheet format on their website for simple download that is also sufficient.

· If the Vendors provides daily data on a weekly or monthly basis that is also sufficient.

IT Support shall provide the following:

· Transfer historical data (see above for description) into SAS databases stored on a local server at FERC HQ.

· Setup of process that automatically pulls data into the above SAS database daily or monthly depending on the data source.

Other Performance Requirements Not Applicable Security Requirements A security clearance is not required in performance of this effort.

Contractor Interfaces Not applicable Disclosure of Information Information made available to the contractor by the Government for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer.

The contractor agrees to assume responsibility for protecting the confidentiality of Government records, which are not public information. Each contractor or employee of the contractor to whom information may be made available or disclosed shall be notified in writing by the contractor that such information may be disclosed only for a purpose and to the extent authorized herein.

The following deliverables will be required:

· 8 SAS databases for four different vendors for next-day and next-month vendors.

· A system in place to download daily or monthly data and append the new data to historical SAS databases.

Project Plan Not applicable Monthly Status Report Not Applicable Final Report Not Applicable Deliverable Table Not Applicable Inspection and Acceptance Criteria Final inspection and acceptance of all work performed, reports and other deliverables will be performed at the place of delivery by the COTR.

General Acceptance Criteria General quality measures, as set forth below, will be applied to each work product received from the contractor under this statement of work.

· Accuracy - Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style.

· Clarity - Work Products shall be clear and concise. Any/All diagrams shall be

· Easy to understand and be relevant to the supporting narrative.

· Consistency to Requirements - All work products must satisfy the requirements of this statement of work.

· File Editing - All text and diagrammatic files shall be editable by the Government.

· Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified Directives or Manuals.

· Timeliness - Work Products shall be submitted on or before the due date specified in this statement of work or submitted in accordance with a later scheduled date determined by the Government.

QUALITY ASSURANCE

The COTR will review all listed deliverables periodically in order to ensure accuracy and quality of product.

Any/all electronic and information technology (EIT) procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov.
