Solicitation Questions and Answers

Provided below are questions sent from vendors for Solicitation #84-21-Q-DTFBR9, Security

System Install, National City, CA

1. Will the IDS report offsite to a monitoring facility via phone lines?

IDS will report to offsite facility for monitoring and notification. It’s currently configured to report via phone line, we’re open to changing that to IP based. The requirement is that the IDS monitoring company is able to ping our system every minute.

2. Will the CCTV system be required to be viewed offsite or will it be a standalone system?

CCTV Is standalone and we want to keep it that way

3. Please confirm that all CCTV equipment is required to be NDAA compliant.

Yes, must be NDAA compliant

4. The ACS information provided under section 7.1 ACS Equipment states that the contractor is to provide an ID card printer and 500 blank RFID cards. On page 1 of the SOW, 1st paragraph it states that the systems must adhere to Department of

Homeland Security physical security mandates. Please confirm that the ACS must be HSPD-12/FIPS 201 compliant and must have the capability to read CAC cards.

Yes, HSPD 12/FIPS 201, read CAC. We’re currently using our CAC cards for access but want to transition to using the provided cards

5. Is the removal of the existing security systems equipment to be completed by the contractor?

Yes, removal by contractor. We’re hopeful that a moderate amount of the equipment will be able to remain and be integrated into the new system.

6. Is the door locking hardware/door strikes included in this project or will they be provided by others?

Some of the door hardware will need to be provided. For instance there are three doors that will need to be electrified which may require changing out of some hardware

7. Who will be the authority having jurisdiction for the review and approval of the security design?

Approval for the security plans will be managed by the Command Security Officer here at the unit. If there are any concerns we can appeal them to our regional security manager who is very responsive.

8. How many days of storage is required for the CCTV recording device?

30 days CCTV storage

9. Please confirm that all equipment must meet the Buy American Act.

Yes, buy American act applies

10. Are level II balanced magnetic switches required for the secure space?

Yes, level 2 balanced switch

11. Please confirm that all security system wiring/cabling is required to be installed in a complete conduit/box infrastructure and free-run cabling is not acceptable.

My understanding of UL 2050 is conduit within reasonable reach, after which free run is fine. The exception to this would be the secure workspace

12. Please confirm if existing door hardware is to be reused or if any/all equipment is to be new.

84-21-Q-DTFBR9

Reuse of any existing hardware is encouraged as long as it satisfies the security wickets

13. Is painting and patching to be provided by contractor?

Yes, painting, patching, clean up, haul away provided by contractor

14. Please clarify if the contractor is to provide and install monitors or if contractor is responsible for installation of Govt. provided monitors.

Contractor responsible for acquiring monitors

15. Please confirm that full motion detection is required for the entire perimeter and within the secure space.

Motion is not required for entire perimeter and within the secure space. There is a requirement for motion sensing above the T grid false ceiling covering to the true ceiling

16. Please confirm that the system will consist of (3) partitions, perimeter, secure space and the armory and that each partition requires a separate keypad for arming/disarming.

Yes three partitions, one for the unit, one for the armory, one for the secure space, there are existing panels at all major entrances and in the armory, one would need to be added to the newly constructed secure space.

17. Please provide any encryption requirements for the IDS.

The coast guard does not have a standing requirement for this, I think AES 128 or comparable industry standard should suffice.

18. Please confirm where the ACS Administrative Workstation is to be located.

The ACS computer is located in the security office, which is adjacent to the primary entrance

19. Please confirm that the CCTV Workstation is to be located in the secure space.

The CCTV workstation is currently also in the security office, intent being that the requested monitor would display the CCTV footage in there as well.

20. What software are you all running on the current workstation? Camera software and computer software? What brand of cameras are currently in place?

For the CCTV monitoring and cameras we are using Hikvision, which must be replaced.

For access control we are using Brivo

21. Does the project require UL2050 compliant for this project?

The coast guard does not require UL 2050, but our preference would be for everything to be in conduit within reach, and everything for the classified workspace be in conduit.

22. Are we required to monitor the sky lights over office spaces and any other non-warehouse spaces (i.e. locker rooms, mission planning, showers, etc.)?

Intent is for motion sensors in the warehouse to cover the majority of the skylight area, no additional monitor will be required in the other spaces.

23. Will the awarded contractor also take over the alarm monitoring of the intrusion alarm system?

Not for the moment, a separate solicitation will be used for that if needed

24. As far as power back up (UPS) for the cameras, did you have a length of time in mind in case the power went out?

Our requirement is 8 hours of UPS backup power
