STATEMENT OF WORK

ANNUAL CONFERENCE VENUE

EXPORT-IMPORT BANK OF THE UNITED STATES

1. GENERAL:

The Export Import Bank of the U.S. (EXIM) is an independent U.S. Government agency that helps finance the overseas sales of U.S. goods and services. To accomplish its mission of creating and sustaining jobs through exports, EXIM Bank provides loans, guarantees and insurance products. This Statement of Work outlines the needs for EXIM

Bank’s Annual Conference.

Note: Estimated attendance will be determined by current Guidance for Event and

Meeting Spaces guidelines, as promulgated by the District of Columbia.

Blackout dates:

• Avoid any Monday and Friday options

• Week of September 5 (Labor Day)

• September 25-27

• October 4-5

Preferred requested conference dates: Tuesday – Thursday.

2. SCOPE OF WORK:

2.1 Space requirements

• General session space is requested to accommodate up to attendee limit determined by current guidance for event and meeting spaces guidelines .

Attendees (seated in “round” tables) for general session.

▪ Ballroom (can be the same space as general session) and accommodate a luncheon for attendee limit determined by current guidance for event and meeting spaces guidelines.

(remarks and panel discussions)

▪ One to two separate meeting rooms, for concurrent sessions or roundtable discussions.

▪ Office space (2 rooms – 300 sq. ft. each) required for the hosting group and members of the Board of Directors;

▪ Press room and registration area (approximately 900 sq. ft. in size)

2.3 Guest Room Requirements

▪ Guest rooms for conference participants shall be available as follows:

a room block for up to 100 (room nights)

▪ (Room block request will be based on the current guidance for event and meeting spaces guidelines. **subject to change)

Rooms would be required for the day prior to, and evening following the event.

2.4. Complimentary Rooms

To help defray costs for guest speakers, etc., One (1) complimentary room night for every forty (40) paid guest rooms is being requested.

2.5. Food and Beverage:

General – as part of participant registration fees, meals as well as other incidental food and beverages, are included, as follows:

▪ Continental breakfast - ** quantity is subject to current guidance for event and meeting spaces guidelines.

▪ Box Lunch ** quantity is subject to current guidance for event and meeting spaces guidelines;

▪ A reception on the evening of the event. Appetizers (and other items) as well as cash bar are to be available. ** quantity is subject to current guidance for event and meeting spaces guidelines

▪ Coffee breaks (including other beverages) for morning and afternoon shall be available. ** quantity is subject to current guidance for event and meeting spaces guidelines

2.6 In-House Equipment

▪ This will be a hybrid (virtual and in-person) event. Contractor shall provide all equipment and work with in-house Audio-Visual team, or with conference management personnel, as needed.

▪ All spaces shall include Wi-Fi (internet) access throughout the conference at no additional charge.

2.7 Pre-Conference Set-Up

Conference set up is to take place the day prior to the conference start date.

All spaces: including office space, ballroom (general session), and additional meeting spaces, must be available as of 12 PM (noon) the day prior to the conference date.

2.8 Venue Location & Proximity

• Due to the need for agency, as well as visiting participants to travel to and from the conference venue and Export-Import Bank Headquarters throughout the conference without substantial delay, the site shall be located within 3 miles of the agency at the following location:

3. CONFERENCE DATES:

Contractor shall confirm venue space availability for the following suggested Annual

Conference dates. Suggested timeframe for event is September 2022 – please provide three date options showing Wednesday as a set up day and Thursday as the event date.

CLAUSES

IPP Invoice Submission Instructions Submission of Invoices:

(a) Invoices shall be submitted to: http://www.ipp.gov/vendors/index.htm in accordance with the #Authorized Payment Schedule# for each contract/task/order. To constitute a proper invoice, the invoice must include the following information and/or attached documentation:

1. Name and address of the business concern;

2. Invoice number and invoice date;

3. Contract number, Delivery Order number, Purchase Order number, Task Order number, or other authorization for delivery of property or services actually delivered or rendered;

4. Description, unit price, extended price, and quantity of property and services actually delivered or rendered with supporting documentation (i.e. travel receipts, etc.).

5. Shipping and payment terms;

6. Name, title, phone number, and complete mailing address of responsible official to whom payment is to be sent;

7. A certification statement saying that the funds have only been used for work for this contract;

8. Name, title, phone number, and mailing address of person to notify in the event of a defective invoice;

9. Taxpayer Identification Number (TIN) or DUNS+4;

10. Banking information for Electronic payment - Bank account and ABA number; and

11. Contractors MUST note FINAL INVOICE on the final invoice when submitted upon final delivery of all supplies/equipment or completion of the contract. Export-Import Bank and the Invoice Processing Platform (IPP) # http://www.ipp.gov/vendors/index.htm

The IPP is a government-wide secure web-based payment information service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury#s Financial Management Service (FMS).

One-time enrollment in IPP means that you will receive a series of e-mails from Treasury services.

The first email will have the IPP Logon ID and link to the IPP application. A second e-mail, containing the password will be sent within 24 hours. Once you receive these emails, please login to the IPP application and complete the registration process.

Benefits of registering with IPP include the ability for your company to create invoices directly from a contract award and submit them electronically, as well as:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor`s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)
