Question for Solicitation # 83310118Q0035

Question 1: Will the EXIM Bank award multiple contracts for its pool of qualified companies? If so, how many companies will EXIM have in the pool and will there be a separate pool for scheduled and un-scheduled?

CO Answer: The Bank anticipates awarding a multiple award contract – same vendors for both scheduled and un-scheduled inspection.

Question 2: Please note, I was not able to find the archive files on fbo.gov for previous similar contracts form EXIM. Let me know if it is possible to know what companies were awarded this contract las time, that way I can research and prepare and formal proposal.

CO Answer: EXIM Bank has awarded a number of contracts in the past for Aircraft inspection services – this contract however, is not a replacement contract for any of the past contracts

Question 3: In reference to the Solicitation of March 23, 2018 reference is made to the following documents which are not attached. Could you either forward them or direct me as to where they would be found?

DESCRIPTIONS/SPECS/WORK STATEMENT

See Attachment I: IDIQ Statement of work Attachment I: Past Performance Questionaire CO Answer: The Statement of work is attached to the solicitation – let the contracting officer know if you need a copy emailed to you directly. The past performance questionnaire form is intended for the Government’s use. The contracting officer sends out the form to past clients of a prospective offeror to solicit past performance information

Question 4: Does the Combined Synopsis/Solicitation under solicitation number 83310118Q0035 contain requirements similar to a current contract?

If possible, please provide the current contract number.

Or, is this a new requirement for the government?

CO Answer: This is a new requirement for the Government. EXIM Bank have awarded a number of contracts in the past for Aircraft inspection services – this contract however, is not a replacement contract for any of the past contracts

Question 5: I am wondering if you could please clarify a section of the final RFP that was published. The two paragraphs seem to contradict one another.

“The Export-Import Bank of the United States is soliciting and intends to award a multiple award - hybrid contract – for scheduled and unscheduled Aircraft Inspection Services. Part of the contract for unscheduled inspection services will be a no cost contract and the other part for scheduled inspection will be a firm fixed price contract.

The scheduled portion of this IDIQ contract will be at at no cost to the Government. EXIM Bank will recommend list of selected firms to Airline Companies for scheduled inspection services. Rates shall be negotiated with the Airline Companies at task order level.”

Could you please clarify if scheduled or unscheduled inspection are no cost, and which one is fixed-fee.

CO Answer: EXIM Bank anticipates awarding the unscheduled portion of the contract at no cost to the Government.
