Statement of Work Contract a Hydrologist

Water Accounting Division

SUMMARY

USIBWC proposes to contract a Special Hydrologist (Contractor) to work in the Water Accounting Division under the direct guidance and supervision of the Chief of Water Accounting Division (WAD), Operations Department. This position will be a contracted position and not a direct hire as a Federal employee.

OBJECTIVES

USBIWC WAD has a very unique mission requirement to complete the binational accounting of Rio Grande waters on a monthly basis. Presently, the binational accounting is performed using legacy FORTRAN routines, however the USIBWC lacks proficiency in the use of legacy accounting processes. It is important to note that the USBIWC has invested significant effort into modernizing binational accounting process using RiverWare software. It is critical the transition from the legacy Fortran process to the RiverWare process is seamless. The Contractor will be responsible for bringing binational monthly accounting to date using the legacy process and also assure the seamless transition to the RiverWare process by being the Subject Matter Expert (SME) during implementation of the new RiverWare process.

In addition, the Contractor will train USIBWC staff in daily operational WAD business processes inclusive of Convention of 1906 deliveries. Significant coordination and monitoring is required to assure deliveries remain within delivery threshold targets. The Contractor will train USIBWC personnel in the management of Convention of 1906 delivery program.

The Contractor shall, but not be limited, to performing the following work duties:

• Bring binational monthly accounting to date using legacy Fortran routines.

• Assist in the smooth transition from legacy Fortran routines to the new RiverWare processes.

• Train USBIWC staff in Convention of 1906 program management duties.

• Develop Standard Operating Process (SOP) of Convention of 1906 operational taskings.

DELIVERABLES

All work shall be subject to review by the WAD Chief. The Contractor will be responsible for monitoring and reporting to the WAD Chief the progress in fulfilling the technical requirements specified in the contract. The Contractor will develop a Work Plan with projected milestones of the taskings; prepare monthly progress reports against the established and approved milestones; provide opinions and updates on the progress toward the objectives mentioned above. All records created and maintained by the Contractor shall become federal property and records.

TRAVEL/MEETING ATTENDANCE

The Contractor shall participate in regular team meetings scheduled as required. Some travel may be required.

REQUIREMENTS/QUALIFICATIONS

The following requirements and/or qualification are necessary:

• The CONTRACTOR must have direct knowledge of binational accounting business processes using legacy FORTRAN routines.

• The CONTRACTOR must have good understanding of Convention of 1906 policy and procedures.

• The CONTRACTOR must be fluent in Spanish to converse with Mexican Section personnel on water accounting subjects.

• The CONTRACTOR must be able to communicate effectively orally and in writing; establish and maintain cooperative working relationships with USIBWC and Mexican Section personnel and stakeholders.

• The CONTRACTOR must provide monthly reports as to the status of water accounting initiatives as noted in the “DELIVERABLE” section of this Statement of Work.

• The CONTRACTOR must have the ability and legally work in the United States and have a valid driver’s license.

GOVERNMENT FURNISHED INFORMATION

The government will have majority of information on record required for the work. The Water Accounting Chief and/or WAD staff shall provide any technical assistance when required of the

CONTRACTOR.

GOVERNMENT FURNISHED EQUIPMENT AND RESOURCES

USIBWC shall provide computers and other office implements. USIBWC shall provide work space, working supplies, furniture, and access to a business telephone required for work at no cost to the Contractor. The Contractor has the responsibility to conserve and protect USIBWC resources. The use of resources for non-Governmental use is prohibited.

The Contractor may not exert ultimate control over the acquisition, use, or disposition of the property, real or personal, tangible or intangible, of the United States, including the collection, control or disbursement of appropriations or other Federal funds.

SAFETY

The Contractor must adhere to workplace safety standards as applied by the Department of Labor’s office of the Occupational Safety and Health Administration (OSHA).

• The Contractor must have the ability to work safely in an office environment.

• Have a valid State Driving License and the ability to adhere to State laws.

QUALITY ASSURANCE AND QUALITY CONTROL

The Contractor’s performance shall be subject to review by USIBWC technical staff and management to ensure adequacy, accuracy, and completeness of work submitted as complete. If project performance and deliverables do not meet the USIBWC acceptance, the USIBWC reserves the right to issue corrective action to remedy the deficiencies. Corrective action may include withholding of payment until expectations are met. The USIBWC reserves the right to terminate this contract in the event the Contractor cannot perform his/her duties as stated in above.
