Attachment E QandA Template | 1.4 | 5 | Barrel Substitution | This bid request specifies a 16" Cold Hammer Forged Carbon Steel barrel, chambered in .223 cal/5.56 NATO, with 1:7 Twist as a requirement. Can a 16" 4150 Chrome Moly Vanadium (CRMV) forged barrel, Nitride coated black (Industry Standard) chambered in .223 WYLDE (.223/5.56 NATO Standard) and 1:8 Twist specifically optimized for heavier Law Enforcement rounds commonly utilized? | The one in seven (1:7) twist rate on the barrel may not be substituted. The long-range stabilization rate for a heavier law enforcement bullet is why we are specifying that twist rate. Due to the harsh conditions and high number of rounds that may be shot out of these guns over a long duty service life (20+ years), the cold hammer forged barrel may not be substituted because we believe it is the superior barrel.
Attachment E QandA Template | 1.4 | 5 | Stock, Pistol Grip, Fire Control Group, and BUIS Substitutions | This bid also specifies specific SIG components such as their enhanced trigger with 4.5-9 lbs pull weight, pistol grip, 6-position telescopic stock, and locking flip up front and rear BUIS. Can substitutions be made to these items provided that the substituted items meet/exceed requirements set forth in the bid request? | We will not accept a substitute for the trigger. A quality trigger has been identified as being imperative for shooter success. We are specifically requesting a “SIG enhanced Trigger” due to the pounds pull rating, the shape of the trigger and the fact that it is a two-stage trigger which is proven to provide for better shooting performance.
The pistol grip, 6-position telescopic stock, and locking flip up front and rear back up iron sights could be substituted if the substitutions were, without debate, meeting or exceeding the components offered by SIG but absolutely must remain telescopic.
Attachment E QandA Template | 1.4 | 6 | Magnifier Substitution | Bid calls out for the Juliet 3 3X Magnifier. Can this also be substituted for one of like specifications? | The Sig Sauer Juliet 3 (3X) Magnifier has been tested by our staff as an independent component but also for its compatibility with the Sig Sauer Romeo 5 Red Dot Sight. We will not accept a substitution for this component unless documentation could be shown that it is a satisfactory substitute for use in concert with the Romeo 5. Additionally, any substitute would have to show that it meets all the specifications of the Sig Juliet 3.
Attachment E QandA Template | 1.4 | 7 | Rail Mounted White Light Substitution | Bid calls for the Foxtrot-MSR Full Size, Rail Mounted White Light. Can this also be substituted for one of like specifications? | The Sig Sauer Foxtrot -MSR Full Size, Rail Mounted White Light has been tested by our staff was as an independent component but also for its compatibility with the Sig M400 Pro Rifle. We would not accept a substitution for this component unless documentation could be shown that any substitute light not only met or exceeded the specifications but also that the light has been shown as a satisfactory substitute for use in concert with the Sig Sauer M400 Pro Rifle.
Attachment E QandA Template | 1.4 | 5 | Specifications | Will alternates be considered? | Our division armorers are willing to test and consider an alternate provided. Alternate options must be made available for full range testing at no additional cost, on a certified LE range.
