PROCUREMENT SPECIFICATION
1. Summary
Research personnel at the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) – known as the “Customer” within this document – require two different pressure transducers to operate a regenerative fuel cell. The Customer requires twenty (20) of the low pressure range pressure transducer and twenty four (24) of the high pressure range pressure transducer. This procurement specification covers requirements for the pressure transducers and deliverables from the supplier – known as the “Vendor” within this document. The pressure transducers shall be delivered to the NASA GRC.
2. Overview
Vendor proposals will be evaluated based on the best value to the Government with selection based upon more than cost and schedule. Value to the Government will be determined, in part, based on the following qualitative criteria:
• the ability of the pressure transducer to minimize installation time, labor, and materials to the customer
• the ability of the pressure transducer to minimize routine maintenance operations and the replacement of parts, even after long periods of non-use
• the ability of the pressure transducer to simplify future modifications and upgrades
3. Pressure Transducer Requirements
3.1 All pressure transducers shall have the following features:
3.1.1 Signal output: 4 – 20 mA
3.1.2 Compatible with H2, O2, and H2O
3.1.3 Fluidic Port type: 1/4” female face seal
3.1.4 Oxygen cleaning to ASTM G93, CGA-4.1, or similar
3.1.5 Electrical Connection: Bayonet Connector (4 pin)
3.1.6 Approval for FM Class I, Div. 2, Group B environments
3.2 The low pressure, pressure transducer shall be in a quantity of twenty (20) and have the following specific feature:
3.2.1 Operational pressure range: 0 – 160 psi
3.3 The high pressure, pressure transducer shall be at a quantity of twenty four (24) and have the following specific features:
3.3.1 Operational pressure range: 0 – 3000 psi
4. Deliverables
4.1. The vendor shall include in their proposal:
4.1.1. Cost and delivery time.

4.1.2. Any options/approaches which the vendor feels that the Government should consider accelerating the delivery schedule, which can include proposed deviations from this specification.
4.1.3. Any options which the vendor feels that the Government should consider, along with accompanying rationale, that will allow the Government to perform a thorough Value to the Government assessment as outlined in §2.
4.1.4. Any exceptions taken to anything within this specification, and proposed alternatives and accompanying rationale that will allow the Government to perform a thorough Value to the Government assessment as outlined in §2.
4.1.5. Any information not explicitly requested, but that the vendor feels will assist the Government in evaluating their proposal.
