About this file
This document is a Statement of Work (SOW) for X-Ray systems service maintenance at NASA Langley Research Center. The SOW outlines a 12-month contract for maintenance and repair services for NESB LES Dual/Single Mount and XTH225ST X-Ray equipment, with work to be performed at the Langley Research Center in Hampton, VA. NASA recommends a sole-source contract with Nikon Metrology, Inc. based on two key criteria: the vendor's prior familiarity with the highly complex, unique X-ray CT units, and the potential significant costs and delays associated with onboarding a new vendor who would require extensive equipment familiarization. The contract is unclassified and will involve routine service and emergency repair for X-ray equipment that is utilized nearly continuously when functional.

The TR will serve as the task technical liaison between the Contractor and the COR and will assist the COR in performing his/her duties.
8. SELECTION CRITERIA
Recommendation of requestor is to negotiate with a specific vendor as detailed in the accompanying sole source solicitation document. Sole source selection criteria:
• The systems needing maintenance coverage are highly complex X-ray CT units. One was manufactured by the vendor of recommendation while the other is a one-of-a-kind system. The vendor of recommendation has also previously been under contract to provide routine service and emergency repair for the units; as such, vendor is very familiar with the operation of the units, including the mechanisms for failure
(enabling quick repair response). Both equipment are utilized nearly continuously when functional – timely repair is very important, and this vendor is very familiar with both units.
• Contracting the repair to another vendor would involve extensive equipment evaluation, including NASA personnel spending a significant amount of time explaining to another vendor exactly how the equipment operates. Such would add significant cost to the service agreement and would add significant delay to the start of service coverage.
