About this file
This Statement of Work (SOW) details NASA's requirement for Oxygen Transmission Rate (OTR) Film Testing Services for the JSC Inflatable Softgoods Test Program. The service involves conducting ASTM D3985 tests on 80 specimens, divided into 5 batches of 16 specimens each, with specific technical requirements including testing at 70°F +/-5°F, using 100% oxygen at 0% relative humidity, and measuring steady-state oxygen transmission rates down to 0.0005 cc/(m2 × day).
Key requirements include using a test facility with active ISO/IEC A2LA accreditation, testing two specimens simultaneously in separate test chambers, providing preliminary and final test reports, and adhering to a tentative testing schedule from June through October 2025. The test facility must have calibrated equipment, report detailed OTR values for each specimen, and return all test specimens to NASA Johnson Space Center after completion. The solicitation (Number 80NSSC25901424Q) is issued by the National Aeronautics and Space Administration Shared Services Center.

STATEMENT OF WORK
Procurement of Oxygen Transmission Rate (OTR) Film Testing Services
Testing capability is being procured to evaluate materials for the JSC Inflatable Softgoods Test Program. The service should meet the following requirements:
1. Conduct Oxygen Transmission Rate (OTR) Film tests per ASTM D3985 on each specimen.
2. The test facility is required to have an active ISO/IEC accreditation issued by the American Association for Laboratory Accreditation (A2LA) to conduct the ASTM D3985 test. Evidence of certification should be made available upon request.
3. The name and location of the certified test facility should be provided.
4. All test machines used to conduct these tests must have regular and up-to-date calibration. The latest calibration date should be reported.
5. All tests should be conducted with 100% Oxygen at 0% relative humidity at 1 atm pressure.
6. All tests should be conducted at 70°F +/-5°F.
7. All tests should measure and report the steady state Oxygen
Transmission Rate (OTR) per ASTM D3985 in cc/(m2 × day).
8. Test machine should be able to measure down to 0.0005 cc/(m2 × day).
9. All tests should be conducted until a steady state transmission rate is measured per ASTM D3985 or up to 168 hrs.
10. A test report should be provided by the vendor with steady state OTR values recorded for each test specimen.
11. Test a total of QTY 80 specimens.
12. Testing should be conducted on two specimens simultaneously in the same test machine with separate test chambers (allowing for a minimum of 40 total test runs), but both specimens must be the same material and agreed upon with NASA.
13. Testing can be conducted concurrently if multiple machines are available.
Concurrent testing will minimize the overall testing schedule. Please provide the number of machines that can be run concurrently.
14. Test specimen orientation (Oxygen side) is material specific and will be specified by NASA prior to test start.
15. Testing will be conducted in 5 batches, with 16 specimens per batch.
16. Test specimens will be shipped to the vendor per batches.

17. After the completion of each batch of testing, a preliminary test report should be provided with results from that batch.
18. After all testing is complete, a final test report should be provided with results from the entire set of specimens.
19. After testing, all specimens should be shipped back to NASA Johnson Space Center.
20. Tentative test schedule is shown below, but since testing is time-dependent, shifting of the schedule is acceptable as required:
a. Batch 1 – Test start 6/1/2025, Tests complete 6/30/2025
b. Batch 2 – Test start 7/1/2025, Tests complete 7/31/2025
c. Batch 3 – Test start 8/1/2025, Tests complete 8/31/2025
d. Batch 4 – Test start 9/1/2025, Tests complete 9/30/2025
e. Batch 5 – Test start 10/1/2025, Tests complete 10/31/2025
