About this file
This Statement of Work (SOW) details NASA Johnson Space Center's requirements for Oxygen Transmission Rate (OTR) Film Testing Services for the JSC Inflatable Softgoods Test Program. The testing service must conduct OTR film tests on 80 total specimens across 5 batches of 16 specimens each, with specific technical requirements including testing at 100% oxygen, 0% relative humidity, and 70°F +/-5°F, measuring steady-state oxygen transmission rates per ASTM D398 and D3985 standards.
The testing schedule spans from May 2025 to February 2026, with each batch having specific start and completion dates. The vendor must use test machines capable of measuring transmission rates down to 0.0005 cc/(m2 × day), conduct tests up to 168 hours or until steady state is reached, and provide preliminary test reports after each batch. Test specimens can be run simultaneously in separate test chambers, with NASA specifying specimen orientation. After testing, all specimens must be returned to NASA Johnson Space Center, and final test reports documenting steady-state OTR values are required.

STATEMENT OF WORK
Procurement of Oxygen Transmission Rate (OTR) Film Testing Services
Testing capability is being procured to evaluate materials for the JSC Inflatable Softgoods Test Program. The service should meet the following requirements:
1. Conduct Oxygen Transmission Rate (OTR) Film tests per ASTM D398 on each specimen.
2. All tests should be conducted with 100% Oxygen at 0% relative humidity at 1 atm pressure.
3. All tests should be conducted at 70°F +/-5°F.
4. All tests should measure and report the steady state Oxygen
Transmission Rate (OTR) per ASTM D3985 in cc/(m2 × day).
5. Test machine should be able to measure down to 0.0005 cc/(m2 × day).
6. All tests should be conducted until a steady state transmission rate is measured per ASTM D3985 or up to 168 hrs.
7. A test report should be provided by the vendor with steady state OTR values recorded for each test specimen.
8. Test a total of QTY 80 specimens.
9. Testing can be conducted on two specimens simultaneously in the same test machine with separate test chambers (allowing for a minimum of 40 total test runs), but both specimens must be the same material and agreed upon with NASA.
10. Test specimen orientation (Oxygen side) will be specified by NASA prior test start.
11. Testing will be conducted in 5 batches, with 16 specimens per batch.
12. Test specimens will be shipped to the vendor per batches.
13. After the completion of each batch of testing, a preliminary test report should be provided with results from that batch.
14. After testing, all specimens should be shipped back to NASA Johnson
Space Center.
15. Tentative test schedule is shown below, but since testing is time-dependent, shifting of the schedule is acceptable as required:
a. Batch 1 – Test start 5/1/2025, Tests complete 6/25/2025
b. Batch 2 – Test start 6/26/2025, Tests complete 8/20/2025
c. Batch 3 – Test start 8/21/2025, Tests complete 10/15/2025
d. Batch 4 – Test start 10/16/2025, Tests complete 12/10/2025
e. Batch 5 – Test start 12/11/2025, Tests complete 2/4/2026
