About this file
This document is a Recommendation and Determination to Solicit from One Source form from NASA Shared Services Center, justifying a sole source procurement for LaVision Inc. NASA Ames Research Center requires a software upgrade from DaVis 10 to DaVis 11, LED illumination, and Scheimpflug mounts for particle image velocimetry research. The acquisition is specifically for proprietary LaVision equipment that is uniquely compatible with existing U.S. Army-owned high-speed cameras, synchronizer, and data acquisition systems. The total estimated period of performance is 12 months from the date of award, with the procurement deemed essential because alternative vendors would require replacing the entire data acquisition system, rendering existing equipment unusable and necessitating substantial personnel retraining.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with LaVision Inc. only for LaVision Software Upgrade from DaVis 10 to DaVis 11, LED Illumination & Scheimpflug Mounts. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12 Months From Date of Award.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Ames Research Center (ARC) requires the purchase of the LaVision Software Upgrade from DaVis 10 to DaVis 11, LED Illumination and Scheimpflug Mounts. Particle image velocimetry technique requires sub-micro second synchronization of multiple cameras, a light source, and a timing system.
Currently the U.S. Army possesses (5) high speed cameras, a synchronizer, and DaVis 10 software made by LaVision that enables communication among the components. The proposed purchase upgrades the DaVis 10 software to DaVis 11, acquires a LED light source that communicates only with the DaVis 11 proprietary software and camera hardware mounts that attach to cameras manufactured by LaVision Inc.
Only this brand software and accessories can be used because the cameras, synchronizer, motor mounts, and other hardware are patented and proprietary source of LaVision.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Acquiring light source, mounts, and software from any other vendor would require replacing the entire data acquisition system (that includes cameras, synchronizer, computer with unique specifications, and data acquisition/processing software).
More importantly, no other cameras/software communicate with the existing systems, thereby, making the existing systems useless. As well as, a substantial cost of training to the operating personnel to learn a new brand’s software and products.
