About this file

This document contains a brand name justification and recommendation to solicit from a single source for a federal contract opportunity. The National Aeronautics and Space Administration Shared Services Center seeks to procure an additional Creaform HandySCAN Black Elite 3D scanner to serve as a spare for use across three electric propulsion systems projects conducting long-term wear tests. Using a different 3D scanner brand or model would require extensive procedure updates, post-processing software changes, new reference targets, and verification testing, potentially delaying the projects' schedules by months and increasing costs by millions of dollars. Compatibility with the existing Creaform scanner's software and data is necessary to maintain consistency across the testing programs, which have budgets totaling $17 million and timelines of two to three years each. An alternate scanner could jeopardize the ability to acquire critical wear data or complete the tests before respective launch dates.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Creaform Ametek for the HandySCAN Black Elite. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 10 business days, as per order clearance.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The NASA electric propulsion systems branch uses a Creaform HandySCAN 3D scanner to acquire critical data necessary to establish the lifetime of key components. Project requirements for ground support equipment spares necessitates that an additional HandySCAN 3D scanner be procured to reduce programmatic risk across three projects in the event a HandySCAN is damaged. In order to be classified as a spare, the 3D scanner procured must use the same software and procedure, and it must be compatible with the same reference targets such that the data produced can be processed using the same post-processing and analysis tools. This limits the procurement to another scanner from Creaform. Since this tool has been used extensively by the various research/engineering teams thus far in the execution of the projects, where procedures have been developed and verified based on the particulars of the Creaform HandySCAN, use of an alternate tool will require additional training, new reference targets to be fabricated, changes to procedures, changes to post processing software, and verification of performance and accuracy against the existing tool, all of which will lead to project schedule and budget impacts.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

An alternate brand would negatively impact three ongoing flight projects, each conducting multi-year long duration wear tests, where the data from the 3D scanner provides critical wear data. Beyond the cost of the 3D scanner, an alternate brand or even a substantially different model from the same brand, would necessitate months of schedule slip to learn a new device, update procedures, perform checkout tests to verify the procedures and data generated, update post-processing software, and verify impact on data accuracy resulting from using differing measurement devices. Test campaigns can vary in price depending on the facility size and the scope of the test, but the three tests currently in-progress or planned are expected to cost on the order of $2M, $5M, and $10M, respectively. Each of the three tests will take approximately 2-3 years to complete. Should the wear data collected with the 3D scanner not produce adequate results, the impact on test schedules and budget could be on the order of millions of dollars.

Although the more likely outcome might simply be loss of the ability to acquire the critical data and failure to complete the full success criteria of the tests, since additional funding may not be available to restart or extend the testing. In each case, the test results are desired prior to the launch of the respective technologies. Schedule delays will also impact whether the data (or how much of the data) is collected before the respective launch dates.
