RECOMMENDATION AND DETERMINATION TO SOLICIT

FROM ONE BRAND NAME

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Chart Inc. – D&SW Engineered Systems Group, for one custom replacement Thermacast Vaporizer System # L-159-12-

1. the estimated period of performance or lead-time for delivery is 48 weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one manufacturer. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The original Thermacast Vaporizer System L-159-12-1 was designed only for NASA Glenn and the Particulate Aerosol Laboratory by Chart Inc. (formally Thermax). No other vendor produces ASME spec vaporizers, and the ASME spec is required for implementation at NASA Glenn.

2. What is the impact to the government if another brand is used? Include any dollar, schedule, or compatibility impacts if possible.

All the plumbing, wiring, voltage, and support hardware was designed around the Thermacast Vaporizer System L-159-12-1. NASA will experience significant compatibility issues with existing facility hardware if any other brand vaporizer were provided. Using any other brand or model would also result in potential mechanical issues and installation delays, rendering the rig inoperable. Given the Particulate Aerosol Labortory’s aggressive test schedule, there is no possibility of meeting the project milestones if a direct one-to-one replacement is not installed in its place.

ADDITIONAL COMMENTS:

The Particulate Aerosol Laboratory is one of the most utilized facilities at NASA Glenn. The Thermacast Vaporizer System is a critical part of the facility. If additional heating elements in the existing vaporizer failed, reaching the desired research environments would not be possible.
