☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The vendor, gf machine solutions, provides a unique capability in electrical discharge machining. The vendor provides a small machine tool for drilling holes via electrical discharge machining. This is a compact system with machine maximum external dimensions of 52.8x35.5x76.4 in with workpiece dimensions of 27.56 in x 17.72 in x 7.87 in. It has fine drilling capabilities needed from 0.3 to 3mm holes. It has an external deionization unit and does not work with oil making it easier to decontaminate after machining nuclear materials. It is also designed with parameters for multiple material types including carbide ceramics. The technical poc has performed market research. Internet search was used with the google search engine. The poc was unable to find other systems that could perform the intended drill function on intended materials, fit into the available machine size envelope, and be set up in a way that facilitates decontamination from radioactive materials. Competing systems found were of large size that would not fit facility requirements as they are design for large scale machining. Additionally, not all systems are compatible with the carbide ceramics. Additionally, systems with internal deionization filtering or that operate in oil dielectric would complicate and increase the labor and expense of decontamination of the system after radiological operations.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
This machine tool will provide a critical capability to drill holes in materials that cannot be drilled through standard methods.
Additionally, this will be a dedicated system for radiological materials, which cannot be procured from commercial machine shops/services due to contamination of equipment. If another product is procured it will not interface with the available radiological laboratory. This work can only be performed in laboratories licensed and approved by the NRC (nuclear regulatory commission).
Additionally, this product must be small due to space constraints, or it will not fit in the available space. An alternate system will not meet drilling capability while meeting requirements to interface with the laboratory (size, power). If an unsuitable item is procured will not be useable for this purpose and the nuclear fuels and processes team will be unable to achieve some objectives of the space nuclear power and propulsion program. This would lead to far more expense and much longer lead times trying to use department of energy machining.
