This is an amendment to the solicitation.

The following changes have been made to the solicitation:

1. The "Questions and Answers: Amendment 2" document, dated 9/07/2017, has been added.

2. The plume map has been added.

Questions and Answers: Amendment 2

9/7/2017

Question 1. SF1442 has a line item for Base Bid, Additive #1, Additive #2, Additive #3, and a Total Bid price for the base bid and all additives.

Sheet #2 (EDM-1734) has a note under Scope and Options for OPTION 4: “Includes increasing battery capacity run time from 15 minutes to 30 minutes”. Will you issue a revised SF1442 to include a new line item for OPTION 4?

Answer 1. No, per Summary of Work, Specification 01 11 00, Option 4 is part of the base bid.

Question 2. Will the specifications 1.1.1 Base Bid and Options (Section 01 11 00 page 1) be changed to reflect the Option 4?

Answer 2. No, per Summary of Work, Specification 01 11 00, Option 4 is part of the base bid.

Question 3. Section 1.2.2 Normal Duty Hours states that normal hours are from 6:00 am to 5:30 pm

Monday through Friday, and the same hours on alternating weeks of Monday through Thursday.

Section 1.6 Work Hours states that ”all work under this contract shall be performed during normal duty hours” except work that is disruptive to center operations

Will work be allowed after 5:30 pm and weekends to minimize work that is disruptive to center operations?

Answer 3. Yes, work will be allowed after 5:30 pm and weekends to minimize work that is disruptive to center operations. Contractor shall understand that flight operations may impact work hours as well.

Question 4. Will the owner allow 2nd shift work to occur on a daily basis?

Answer 4. Yes, 2nd shift can occur on a daily basis. Contractor shall understand that flight operations may impact 2nd shift work as well.

Question 5. Will shift work be allowed to allow for timely performance of the affected areas due to noise, traffic, and environmental control measures that would be disruptive to normal work hours for

NASA employees?

Answer 5. Yes, shift work will be allowed in accordance with Specification 01 11 00, Section 1.6.

Question 6. There are no defined areas for a contractor lay down site footprint. Will you define a proposed site location for the required Recycling Dumpsters?

Answer 6. Site location will be determined after contract award and may require submission of a closure request per Specification 01 35 14.11 40, Section 1.17.

Question 7. Please define the location of a proposed site lay down staging area for materials and or trailers?

Answer 7. Laydown area will be determined after contract award and may require submission of a closure request per Specification 01 35 14.11 40, Section 1.17.

Question 8. Will you provide a secured environmental Workspace/Storage within the facility for the Contractors?

Answer 8. No, the contractor shall provide this as part of their laydown area.

Question 9. Will you allow use of electricity from the existing building for environmental control of the

Storage for equipment and materials that are sensitive to temperature swings?

Answer 9. Yes, but the Contractor shall comply with Specification 01 50 00, Section 3.2.1.1.

Reference for Questions 10-11:

Section 01 20 00.00 1.2.3 Design Build Services

“Design build services shall be no more than 10% of total contract value”

All document drawings are showing stage “E” FINAL DESIGN SUBMITTAL dated 07/14/17 Signed and stamped by Design West Engineering.

Question 10. Is there a Design Build aspect to this project based upon this specification?

Answer 10. Design-Build Services are not planned for this project.

Question 11. If yes, will Design West Engineering be providing these services to the awarded contractor at no cost?

Answer 11. Design-Build Services are not planned for this project.

Question 12. There are lots of test & verifications on these critical systems. Are the manufacturers start up engineers/technicians part of the “10% of total contract value for design build?”

Answer 12. Design-Build Services are not planned for this project. The Contractor shall provide all testing, verification, and commissioning per the specifications.

Question 13. Section 01 78 00 page 5, 1.4 b) “Supply one item of each part for spare parts inventory.”

Will the contractor be required to supply one item from the SPARE PARTS DATA LIST developed above in item (A)?

Answer 13. Yes, the contractor shall supply one item from the spare parts list after approval of the spare parts list is received.

Question 14. Who is the electrical utility provider for the base?

Answer 14. NASA owns and operates the 12.47kV distribution system on the Center.

Question 15. Section 28 31 63.00 20 1.5.2 Qualifications of Installer: Design shall be by a NICET lever III or IV Technician. Will the contractor be required to have a NICET technician design the fire alarm system different than what is shown on the bid documents?

Answer 15. No, the contractor shall not be required to design a fire alarm system different than what is shown on the drawings.

Question 16. Section 01 14 00 ¶1.4 – Reference is made to dig permit and vapor monitoring. Dig permit is issued by NASA correct? What about vapor monitoring, can more information be provided on this requirement where and if any is required?

Answer 16. Yes, NASA will provide a dig permit in accordance with Specification 01 35 14.11 40, Section

1.17. Certain areas within AFRC are located within a plume and shall require vapor monitoring if determined to be in the plume area. The Contractor shall provide all vapor monitoring equipment if required. A plume map is attached separately.

Question 17. Section 01 20 00.00 20 ¶1.3.1 A – Will AIA G702 & 703 forms be acceptable for application for payment?

Answer 17. Yes, these documents are acceptable to use for contractor invoices.

Question 18. Section 01 33 29 – Is there a specific LEED rating required or being sought?

Answer 18. LEED ratings are not being sought on this project.

Question 19. Section 01 35 14.11 ¶ 1.10 – Reference is made to SSHO, can SSHO be a shared duty or is a separate individual required?

Answer 19. Yes duty of the SSHO can be shared with the Superintendent or QC Manager, but per

Specification 01 45 00.10 40 Section 1.5, the QC Manager cannot be the Superintendent.

Question 20. Sheet T2, General Notes, Item 1.5 – Note indicates “There are no substitutions allowed of any equipment or product as contained herein unless approval is given by the Contracting Officer.” The Solicitation didn’t identify any sole source items other than Fire Alarm and DDC which require clarification also. Will substitutions be allowed?

Answer 20. Yes, substitutions will be allowed. The only sole source requirements are for controls and fire alarm.

Question 21. Sheet T2, General Notes, Item 4.11 – Note indicates “Hazardous materials are present within B4800 complex….” Has a complete survey been conducted and if so can it be provided? If not will consideration be given to establish an allowance or contingency for Hazardous Waste Removal so that all bidders include the same cost for Hazardous Material Removal?

Answer 21. A hazardous materials survey was not conducted as part of the design. No, consideration for an allowance or contingency for hazardous materials will not be given.

Question 22. Sheet T2, General Notes, Item 4.13 – Note states “The Contractor’s bid shall include Fire Alarm services from Siemens, while Note 4.10 states Fire alarm services by Simplex Grinnel. Please clarify?

Answer 22. Siemens shall be used for all HVAC, UPS, and PDU controls required per specifications and drawings. Simplex Grinnell shall be used for all Fire Alarm services required per the specifications and drawings.

Question 23. The Bid Proposal form indicates 3 bid options while the plans identify 4 bid options. Please clarify how many bid options there are?

Answer 23. There is a base bid and three options per the Summary of Work in Specification 01 11 00.

Option 4 noted on the drawings is part of the base bid.

Question 24. Sheet E17 – In room 2 of B4848 demolition note 10 is applied to what looks like light fixtures but it states switchboards. Please clarify note 10?

Answer 24. Note 10 applies to the lighting fixtures and not switchboards.

Question 25. Sheet A3, Keynote 20 - states “patch openings from duct…” yet on Sheet M2 it states “(E) return grille to remain”. Please clarify?

Answer 25. Contractor shall patch openings from demolished duct per Sheet A3 where new duct is not being installed or where existing duct is not being reused.

Question 26. Sheet A3 – At the east elevation & south elevation there are two darkened boxes that aren’t identified. Please advise what these are?

Answer 26. These were field verified on 9/6/17 and are not actually in the field.

Question 27. Can The QC Manager, SSHO and Superintendent be one person?

Answer 27. No, the Superintendent can be the SSHO and the SSHO can be the QC, but QC cannot be the

Superintendent per Specification 01 45 00.10 40, Section 1.5.

Question 28. We are requesting that the period of performance be changed from 569 calendar days to 590 calendar days due to Design requirement and long lead procurement items.

Answer 28. Period of performance per Specification 01 11 00 is 569 days and will not be extended without proper justification in writing to the Contracting Officer.

Question 29. Will a third party Commissioning Agent be required?

Answer 29. Please reference Specification 23 08 00.00 10, Section 1.5.1

Question 30. Will a third party Fire Protection Engineer be required?

Answer 30. No, a third party Fire Protection Engineer is not required.

Question 31. Please provide LBP/ACM survey for this project.

Answer 31. An LBP/ACM survey is not available for this project.

Question 32. Is there any more As built Drawing available for this building?

Answer 32. The design drawings are based on current as-built and current configuration drawings.

Question 33. On sheet E1, there is note that there is “Option 4 – Includes increasing battery capacity run time from 15 minutes to 30 minutes”. This does not show up on the bid form. Is there supposed to be an

Option 4?

Answer 33. Option 4 to increase battery runtime from 15 minutes to 30 minutes is now included in the base bid as per Specification Section 01 11 00, Section 1.1.1.

Question 34. Can someone share the manufacturer of Unit 1B, so we know whose draw out breakers to have quoted?

Answer 34. The manufacturer of Unit 1B is RSE-Sierra, the circuit breakers being used are Siemens.

Question 35. Was the site visit for this job mandatory?

Answer 35. No, the site visit was not mandatory.
