Instructions for Site Visit
• Photography- permission to take pictures during this site visit will be given by Paul Florez, but no pictures are allowed of the flight line
• Safety
No Personal Protective Equipment (PPE) required
No open-toed shoes or high heels in hangars
No smoking, except in designated smoking areas
Acquisition Information
• This acquisition is a Total HUBZone Set-Aside To be eligible for a HUBZone contract, a HUBZone small business concern must be a HUBZone small business concern both at the time of its initial offer and at the time of contract award (FAR 19.1303(d))
A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for— Special Trade Construction, at least 25 percent of the cost of the contract performance to be incurred for personnel will be spent on the concern’s employees (FAR 52.219-3 Alternate I (d)(4))

Questions and Answers: Amendment 1

Reference for Question 1-4: EDM-1734, Plans sheets E39 and FA1
Section 28 31 63.00 20 Direct Current Loop Interior Fire Alarm System
Question 1. The existing fire alarm panel in Building 4848 is a Simplex model 4020 which has been discontinued since February 22, 2002, is no longer listed with the State of California and has a limited supply of replacement parts. Would it be acceptable to include in this bid the cost to upgrade the fire alarm panel to the current Simplex model 4100ES?
Answer 1. Yes, it would be acceptable to include the cost of an upgraded panel if the existing panel is discontinuing service.
Question 2. Plan sheet FA1 note 3 indicates that the Building 4848 fire alarm panel is to be connected to the main fire alarm at Post 1 via the fire alarm control panel in Building 4800. At this time there is no connection of the fire alarm panel in Building 4848 to the fire alarm panel in Building 4800 and there is no conduit/raceway shown on the plans. Is the conduit/raceway existing and not shown or does it need to be provided and installed as a part of this project?
Answer 2. The conduit/raceway is existing and not shown on the plans. The contractor shall install any new conduit/raceway required if existing is not sufficient.
Question 3. Sheet E39 shows the fire alarm panel to be relocated (RL) but sheet FA1 shows the fire alarm panel remaining in its current location. Please clarify.
Answer 3. Contractor shall follow Sheet FA1.
Question 4. Specification Section 28 31 63.00 2, Part 2 indicates existing system to remain fully operational until new system has been tested and accepted but the plans show that existing conduit and wiring can be used on new system. Please clarify.
Answer 4. The existing fire alarm system shall remain fully operational until the new system is online and accepted. Sheet FA1, Demolition Note 3 states "All existing wiring and conduit that can be reused for the modification of the fire alarm system shall be protected in place." This does not imply that all conduit and wiring can be reused, but that it shall be reused if practical.
Question 5. Do we have to be present for the Bid Opening?
Answer 5. No, you do not have to be present, but the bids and any modifications or withdrawals must reach the Government office designated in the invitation for bid (IFB) by the time specified in the IFB.
Question 6. For the submission of questions, the due date is September 5. What time on September 5th must the questions be in by?
Answer 6. The questions should be submitted by 5:00 p.m. PDT on September 5, 2017.
