About this file
Notice of Intent: Preclinical Toxicity Testing
This is a Notice of Intent for a sole-source Firm-Fixed-Price Purchase Order (75N98026Q00237) issued by the National Institutes of Health (NIH) to Jai Research Foundation. The NIH intends to award the contract under FAR Part 6.302-1, citing Jai Research Foundation as the only known responsible source capable of meeting the stated requirements.
The requirement involves preclinical safety testing of six novel drugs for solubility and bioavailability assessments to support drug discovery projects within the Laboratory of Bioorganic Chemistry. The testing must maintain consistency with all previous testing protocols established by Jai Research Foundation under two prior contracts (75N94021P00704 and 75N94020P00891). Data consistency is critical for longitudinal comparison purposes and publication in drug discovery journals. Any deviation from established protocols could result in loss of meaningful data and require costly recalibration of historical data. While this notice is not a request for competitive quotes, small businesses—including 8(a) certified, service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small business entities—may submit written capability statements demonstrating their ability to perform the requirement at the Government's sole discretion to compete. The award is anticipated approximately five days after notice publication unless the Government determines another vendor meets the requirements. Capability statements must be submitted via email to david.shen@nih.gov no later than 6:00 a.m. EDT on May 1, 2026.

Notice of Intent: Preclinical Toxicity Testing
(75N98026Q00237)
The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Jai Research Foundation.
In accordance with FAR Part 6.302-1, Jai Research Foundation is the only known responsible source who can provide the products/services that meet our standards. No other source has been identified who can provide the requirements listed below.
Laboratory of Bioorganic Chemistry is requesting six new novel drugs be tested for safety solubility and bioavailability. Preclinical testing is needed for drug discovery projects in the National Institute of Health (NIH) mandated translational medicine field. These are standard tests that are predictive of safety for new novel drug candidates. Additionally, this data is required for publications in drug discovery journals.
This testing must be consistent with all previous testing completed by Jai Research Foundation.
This is the third set by the requested vendor (previous contracts: 75N94021P00704 and 75N94020P00891). This vendor has provided consistent and reliable results using the exact protocols of the previous vendor that can no longer be used. Any inconsistencies or deviance from these established protocols could result in loss of meaningful data and will require further testing and cost to ensure that data from previous tests and studies can be compared to the data generated in this request. This is long term testing, and all data past and present must be consistent to avoid any recalibration of old data to match new data.
This notice is not a request for competitive quotes. Jai Research Foundation is the service provider.
However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
Please email responses to david.shen@nih.gov no later than 6:00 a.m. EDT on May 1, 2026.
