PURPOSE: The purpose of this amendment is to include questions from offerors and a response in reference to the solicitation, and to update SECTION H to update the link for submission of subcontracting plans and to incorporate questions from offerors and responses in reference to the solicitation.

ARTICLE H.13. SUBCONTRACTING PROVISIONS, paragraph b.1. is amended as follows:

An offeror is to submit their respective subcontracting plan electronically using the U.S. Department of Health and Human Services (HHS) Small Business Customer Experience (SBCX) system at https://osdbu.hhs.gov/subcontracting/00035bc3-d5ca-4af9-ac14-308a4c26c5f1. The offeror shall follow the instructions outlined in the SBCX Industry Guide at:

https://oamp.od.nih.gov/nih-document-generation-system/dgs-workform-information/attachment-filessection-j to successfully submit their subcontracting plan by the proposal submission deadline.

QUESTIONS/ANSWERS:

1. May we clarify whether the small business subcontracting plan:

Only needs to be submitted in SBCX, or whether it also needs to be included as an appendix in the Business Plan?

Yes, the subcontracting plan only needs to be submitted, in SBCX, but you may include it as an appendix to the Business Plan as well if desired.

See the SBCX solicitation link below.

https://osdbu.hhs.gov/subcontracting/00035bc3-d5ca-4af9-ac14-308a4c26c5f1

May be submitted in advance of the Business (PDF and Excel) and Technical Proposals in eCPS

(i.e., may we confirm that those do not need to be submitted on the same day so long as both are submitted by the stipulated deadline)?

Yes, the business plan may be submitted on a different day than the business and technical proposals, but must be received by the deadline for receipt of proposals

2. With respect to the Qualifications of the Offeror section of the Business Plan as described on p.
