About this file
This is an amendment to a request for proposal for the National Addiction and HIV Data Archive Program. The National Institute on Drug Abuse within the Department of Health and Human Services is seeking proposals to provide data archive services to support research on substance use, addiction, and HIV/AIDS. The amendment increases the page limit for the technical proposal to 250 pages including appendices and adjusts the response due date to September 29, 2023. It also clarifies that appendices and the technical proposal cost summary can be included within the page limit. All other terms and conditions defined in the initial RFP remain unchanged.

Request for Proposal Amendment No. 02 75N95023R00034 Page 2 of 2
Response to Question
1) Do appendices count within the 200‐page limit for the technical proposal?
a. The page limit, including the appendices, shall be 250 pages. Offerors are encouraged to provide a complete description addressing all requirements and criteria as stated in the
RFP. The description must be cohesive and include sufficient information to allow evaluation by reviewers and NIH staff. However, Offerors are also encouraged to be economical when preparing a response and can reference duplicative information addressed in various sections of Technical Proposal when practicable and the Technical
Proposal and Business Proposal shall be separate and complete in itself so that evaluation of one may be accomplished independently of, and concurrently with, evaluation of the other (as stated on page 90 of the RFP).
Section L.2.a.4. of the RFP is superseded as follows:
4. Separation of Technical and Business Proposals
The proposal must be prepared in two parts: a "Technical Proposal" and a "Business
Proposal." Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently of, and concurrently with, evaluation of the other. The technical proposal must include direct cost and resources information, such as labor‐hours and categories and applicable rates, materials, subcontracts, travel, etc., and associated costs so that the offeror's understanding of the project may be evaluated
(See SECTION J, Attachment entitled, TECHNICAL PROPOSAL COST SUMMARY.)
However, the technical proposal should not include pricing data relating to individual salary information, indirect cost rates or amounts, fee amounts (if any), and total costs.
The technical proposal should disclose your technical approach in as much detail as possible, including, but not limited to, the requirements of the technical proposal instructions. The technical proposal is limited to 250 pages inclusive of appendices, but not including cover page and table of contents.
Attachment 1 ‐ Packaging and Delivery of Proposals for Use with the NIH electronic
Contract Proposal Submission (eCPS) Website, Part II. B. 1. Is superseded as follows:
1. The total page count of the Technical proposal shall not exceed 250 pages, inclusive of appendices.
