Response to Questions
1) Is there an incumbent? If so, who is it? What is the current contract number and contract value?
a. The current contract number is 75N95019C00017 with the Regents of The University Of
Michigan. As stated in Federal Procurement Data System (FPDS) the contract value of
75N95019C00017 is $5,250,124.00.
2) Where is the NAHDAP system being hosted?
a. The National Addiction & HIV Data Archive Program is currently located https://www.icpsr.umich.edu/web/pages/NAHDAP/data/index.html.
3) The solicitation doesn’t indicate a set‐aside category. Could the Government set it aside for
Small Disadvantaged Businesses or 8 (a) Small Businesses?
a. This opportunity is not set‐aside for small business. This requirement is being competed using full and open competitive procedures.
4) ARTICLE F.3: What are the anticipated labor categories?
a. Offerors should identify and propose the labor categories and effort required, given their understanding of the project and the proposed technical approach. Please refer to
Section L.1.d. Estimate of Effort.
5) ARTICLE F.3: What is the anticipated level of effort in terms of full‐time employees (FTE) or number of hours?
a. Please refer to the response to question 4 above.
6) As stated in Attachment 3 – Statement of Work (SOW), “the datasets archived in NAHDAP could come from a variety of funding sources”, is there a mandate or requirement for institutions and researchers that are funded by NIDA, other NIH institutes and centers, and HHS to contribute data to NAHDAP? In other words, does data contribution mainly come from outreach and marketing strategy to recruit potential data depositors?
a. Please refer to Task 3. Outreach, Expansion, and Tracking of the Statement of Work. As stated on page 10 of 20, “The Contractor shall expand holdings of the NAHDAP data archive, by including new public‐ use and restricted‐use data files.” It is possible for the
NIH Notice of Funding Opportunities to encourage or require NAHDAP as a repository.
However, there is no general requirement or mandate for institutions and researchers that are funded by NIDA, NIH, and HHS to contribute data to NAHDAP.
7) As stated in the SOW, Task 1.3: “Notify the COR when applications to archive data are received.
The Contractor shall obtain COR approval of the data archive requests.” Does the COR need to vet and approve each user request for getting access to NAHDAP, contributing data, and obtaining data? Is that the task of the contractor?
a. The COR needs to vet and approve each data deposition request to NAHDAP. The COR does not vet and approve each data access and use.
8) As described in the SOW, Task 2. Data Archive Access: Should the contractor migrate the current
NAHDAP dataset to the newly developed system? If so, what’s the current size of the database?
What’s the annual growth rate of the dataset? Does the Government expect new data fields to be added or solely the existing fields for the new system?
a. Offerors are expected to provide a system to transition the current NAHDAP dataset and for this system to be operational at the initiation of the contract. As indicated in Task 2, 75N95023R00034 Page 3 of 4 please assume 500 studies already made available through NAHDAP and up to 50 additional studies to be deposited each year. Offerors may propose adding new data fields as needed for a new system.
9) What’s the current database management system (DBMS)? Is the Government open to changing the current DBMS? Is open source encouraged?
a. The Offeror should identify and propose the DBMS as part of its Technical Proposal. It is important to note that any system proposed must comply with the Security and Privacy
Requirements for Information and IT Procurements as detailed in Article H.13 and
L.2.a.18 of the Request for Proposal (RFP). The Government does not have a preference for a database management system as long as it complies with the Security and Privacy
Requirements and the SOW requirements and is operational at the time of the contract award.
10) As described in the SOW, Task 3. Outreach, Expansion, and Tracking: Assuming 2 participants, for conference participation, marketing, outreach, and site visits, how many trips are expected per year, assuming 2 participants?
a. As described in Task 3, please anticipate between two and five professional conferences per year and please provide a list of proposed conferences for the base contract year that best meets the Governments’ requirements.
11) Does the Government encourage contributions from international contributors? If so, is international travel acceptable?
a. NAHDAP should be made available to all data depositors regardless of the country of origin, as long as it meets the scope of NAHDAP’s data deposition requirement. There are no restrictions on proposing international travel. Please provide a list of proposed conferences for the base contract year that best meets the Governments’ requirements.
12) Does NIDA require offerors to submit proposals for the whole 8,555 hours?
a. Please refer to Section L.1.d of the Solicitation. The Government estimates that the
Contractor shall provide approximately 8,754 direct labor hours (for the Base Period). If all Option Periods of this contract are exercised, the Contractor shall provide 43,770 labor hours. This estimate is not inclusive of any Options for Increased Quantity as described in the table within that section. Options for Increased Quantities should be proposed separately based on the estimates identified in the table and in consideration of the Offerors proposed approach.
13) Please provide clarification on what is being asked for regarding the wage determination example. Are we required to submit anything specifically for this requirement?
a. Wage determination are established by Federal Law and vary based on locality and position type. Wage determination by locality can be found at SAM.gov. Offerors should ensure that the minimum wage rate is greater than or equal to the minimum wage rates established by federal law for their locality.
14) Are we expected to submit the small business contracting plan using the system (SBCX) linked in the RFP? Do we need to include the small business contracting plan into the business proposal?
Does the submission of the small business contracting plan have to occur before the 9/29 deadline?
a. SECTION L ‐ INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, subsection
L.2.c.6. Small Business Subcontracting Plan, subpart a. is superseded as follows:
75N95023R00034 Page 4 of 4
a. An offeror's subcontracting plan must be determined to be acceptable, by the
Contracting Officer, prior to the contract award. An offeror is to submit their respective subcontracting plan electronically using the U.S. Department of Health and Human Services (HHS) Small Business Customer Experience (SBCX) system at https://osdbu.hhs.gov/subcontracting/409eb89d‐2a15‐418e‐9ef4‐afd8edffc35b.
The offeror must follow the instructions outlined in the SBCX Industry Guide instructions outlined in the SBCX Industry Guide at:
https://oamp.od.nih.gov/sites/default/files/DGS/SBCX%20Industry%20Subcontracti ng%20Guide.pdf to successfully submit their subcontracting plan by the proposal submission deadline.
The Offeror should also include a copy of the Small Business Subcontracting Plan as an attachment to the Business Proposal.
