About this file

This request for quotation solicits proposals for image processing services related to the Baltimore Longitudinal Study of Aging. Services required include preprocessing of functional MRI, diffusion tensor imaging, and computed tomography scans; segmentation and quantification of regions of interest in brain and body images; statistical analysis of imaging data; and development and validation of new image processing techniques. Offerors should have experience and capabilities in areas such as medical imaging, data management, and longitudinal studies. Proposals are due by April 13, 2020 and will be evaluated based on professional experience, key personnel qualifications, and past performance. The National Institute on Aging intends to award a time-and-materials/firm-fixed price hybrid contract for a base year plus four option years to the offeror representing the best value.

Technical Evaluation Criteria Solicitation No.: 75N95020Q00053 Title: Baltimore Longitudinal Study of Aging (BLSA) Image Processing Services

Criterion 1: Professional Experience. (50 points) Rating criteria standards: The key personnel for this requirement must possess a Doctorate degree in biomedical engineering and have professorship in electrical engineering and computer science.

Image Processing:

• Appropriate expertise, software and infrastructure for image processing of large numbers of MRI and CT scans. Requirement includes pre-processing of functional magnetic resonance imaging (fMRI) and diffusion tensor imaging (DTI) as well as computed tomography (CT) images. This requirement also includes development and implementation of new image processing techniques for the evaluation of body composition and bone morphometry.

• Ability to continue the established protocols and statistical approaches for the analysis of white matter correlates of alterations in functional connectivity as well as functional connectivity correlates of white matter alterations in the brain.

Longitudinal image processing:

• The Offeror shall demonstrate the capability to assure continuity of research and perform evaluations of test-retest stability of any new image acquisition and processing procedures.

• Ability to develop innovative approaches for multi-modal image analysis and classification.

• Ability to develop new approaches for evaluation of body composition and bone morphometry.

Data Management and Security:

Soundness, adequacy, feasibility, and appropriateness of the plans for the management, analysis, and quality control of data with respect to the following:

• Quality control procedures to ensure data reliability and reproducibility.

• Plans for data management, including maintenance of a secure archive of data which maintains confidentiality of participants.

Facilities and Other Resources:

Availability and adequacy of the facilities, equipment, and resources to efficiently accomplish the work requirements. This includes:

• Ability to provide adequate space, sufficient administrative support, and ample personnel and electronic resources to produce deliverables.
