About this file

This document is an Amendment (A0002) to Solicitation 75H70125Q00023 for the Pine Ridge Air Handler 10 Fan Array Replacement project. The amendment provides updated questions and answers dated May 29, 2025, addressing technical details about the project. Key technical questions addressed include motor requirements for the fan array (VFD or ECM motors are acceptable if controllable through the BAS system), redundancy needs for the fan array, potential chilled water piping modifications, and Test and Balance (TAB) requirements. The amendment clarifies that the contractor must include any necessary modifications to install the new fan array, and TAB will be required specifically for measuring the air handler's differential pressure and CFM after installation to ensure proper operation.

The solicitation is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19 million. The project involves replacing the supply fan in Air Handler 10 at Pine Ridge Hospital with a new 4-fan array to address existing vibration and mounting issues. The contract will be a Firm Fixed Price (FFP) construction contract with a 120-calendar day performance period. The project magnitude is estimated between $25,000 and $100,000, and the Indian Health Service (IHS) Division of Engineering Services is the issuing agency.

Does the motors on the proposed fan array have to be VFD driven or can we use ECM motors?

05/20/2025

As long as the motors can be controlled and varied through the BAS system individually, the method of motor control and power does not matter. Again, the motors must be able to be varied in speed independentaly and, through BAS, must be adjustable. IHS COR

A0001 2 5/19/2025 Technical

Does the owner want redundancy built into the fan array? Info given in SOW is the CFM, Static pressure, power rating, etc per the original schedule.

05/20/2025

Yes, that is one of the reasons we want to go with a fan array system.

Enough redundancy in the system so that if 1 fan were to go down we could maintain cfm and static pressure for the as designed system would be preffered. IHS COR

A0001 3 5/19/2025 Technical

Does the proposal need to include removing the chilled water piping in front of the AHU back to the mains to give clearance to remove the existing fan section? The isolation valves are at the pipe drops and not at the mains, this could require partial draining of the chilled water loop. 05/20/2025

If, in the contractors assessment, the chilled water piping will have to be moved or any other work needing to be done to the AHU to install the fan array or remove the old fan array, then that work shall be part of this project and included in the proposal. IHS COR

A0002 4 5/28/2025 Technical

Will TAB be required? If so will only the cfm need to be read at the unit to setup new fan array or will the entire duct and register system from AHU 10 need to be balanced?

05/29/2025

TAB will be required. It will not be required for a full AH10 downstream system to be TAB'd but for the Air handler itself to have differential pressure and CFM measured and reported after installation so that we know it is running as designed and as the air handler was meant to operate.
