About this file

This document is an Amendment (A0001) to Solicitation 75H70125Q00023 for the Pine Ridge Air Handler 10 Fan Array Replacement project. The amendment includes three technical questions and responses related to the project, addressing motor drive specifications, system redundancy, and potential chilled water piping modifications. Key technical details include requirements for motors that can be controlled through the Building Automation System (BAS), a preference for fan array system redundancy such that the system can maintain designed CFM and static pressure if one fan fails, and confirmation that any necessary modifications to existing systems to complete the installation must be included in the proposal.

The solicitation is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside for plumbing, heating, and air-conditioning contractors, with a size standard of $19 million. The project involves replacing the supply fan in Air Handler 10 at Pine Ridge Hospital, with a construction duration of 120 calendar days after Notice to Proceed. The estimated project magnitude is between $25,000 and $100,000, to be awarded as a Firm Fixed Price (FFP) contract. Proposals are to be submitted electronically, with price being the primary evaluation factor, and the project is administered by the Indian Health Service (IHS) Division of Engineering Services.

Does the motors on the proposed fan array have to be VFD driven or can we use ECM motors?

05/20/2025

As long as the motors can be controlled and varied through the BAS system individually, the method of motor control and power does not matter. Again, the motors must be able to be varied in speed independentaly and, through BAS, must be adjustable.

Does the owner want redundancy built into the fan array? Info given in SOW is the CFM, Static pressure, power rating, etc per the original schedule.

05/20/2025

Yes, that is one of the reasons we want to go with a fan array system.

Enough redundancy in the system so that if 1 fan were to go down we could maintain cfm and static pressure for the as designed system would be preffered.

A0001 3 5/19/2025 Technical

Does the proposal need to include removing the chilled water piping in front of the AHU back to the mains to give clearance to remove the existing fan section? The isolation valves are at the pipe drops and not at the mains, this could require partial draining of the chilled water loop.

05/20/2025

If, in the contractors assessment, the chilled water piping will have to be moved or any other work needing to be done to the AHU to install the fan array or remove the old fan array, then that work shall be part of this project and included in the proposal.
