About this file

This document is a request for proposal from the Indian Health Services seeking offers for software-based medical device support services. Vendors must submit proposals by November 15, 2021 at 2:00 PM Pacific Time to Matthew Phelps at matthew.phelps@ihs.gov. The services sought include supporting decision making, research, standardization of medical device terminology, and aggregating recall and alert information from vendors. While the precise number of monthly transactions cannot be determined as it depends on factors outside the government's control such as the number of medical device recalls issued, vendors should plan to support user research of products and pricing comparisons. The amendment clarifies that recall alerts are issued according to FDA guidelines and that vendors must maintain a standardized medical device database and conduct biannual reviews for updates.

75H70122R00003 – Software Based Medical Device Support Amendment 03

Here is the Government response to a pre‐proposal inquiry:

37. Section C ‐ 1.4.2 and 1.43, Page 6 ‐ To support decision making, research, standardization (terminology), aggregate recall/alerts, and information specified in the PWS, how many transactions will be conducted monthly?

Response: It is difficult to give a precise number because this is beyond the Government’s control. For example, the number of recall alerts is determined by the number of vendors that have to issue one to comply with FDA regulations. To provide some clarification:

1‐For recall alerts: Alerts are generated by medical device manufacturers as safety issues with their products are discovered and in order to comply with FDA guidelines and regulations they notify their clients.

2‐ Medical device standardized nomenclature: Vendor will have a standardized nomenclature for their medical device database in place. Frequency of updates to our database will be determined by the number of new devices added. Although the number of yearly updates required has not been determined, we should assume that at least a bi‐annual check will be performed.

3‐Medical device vendor research – Each user will need to have the opportunity to enter the vendor’s application as many times as necessary in order to conduct product research, i.e., product features and price comparison.
