Questions

1. Solicitation has multiple references to a 3-part proposal evaluation approach, but only two parts are provided. Please confirm that there are only two parts to this solicitation. There are only two parts. The SF 1449 must be completely filled out and returned properly. That is the 3rd part.

52.212-2 Evaluation-Commercial Items (Oct 2014) As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Do resumes count toward the 25-page limit? YES

1. The management plan is listed in the evaluation factors but not in the proposal content section. Does the offeror need to submit a management plan as part of the proposal content/technical capability section? See Page 54

1. How many pages are required for each resume? Maximum of Two Pages

1. Will the government consider remote candidates? NO

1. Given that Task 1 involves Project Management, are we permitted to provide a cost estimate for one project manager for this task, or is the option limited to presenting pricing for just four candidates: specifically, two statisticians, and software developers I and II?

It is at your discretion how you wish to reply and what you wish to offer. However, please note the three part proposal evaluation includes properly following all instructions on the SF 1449. Please refer to the CLINs for what was requested

1. The new update seems to indicate this is a solicitation, but the SAM.gov posting still says “Special Notice”. Is this a solicitation? I have changed it several times and it keeps reverting I will let them know.

1. The SAM.gov notice says “8(a) Sole Source” in the set-aside box, but the solicitation cover page does not indicate any set-aside at all (it checks the set-aside box, but doesn’t check a sub-box for Small Business, 8(a), etc.). Can you please clarify if this is a set-aside, and if so, to what level (i.e., 8(a), Small Business, etc.)? 8A small business.

1. Can you confirm if this is going to be a sole source or not? We are assuming not since this is a posted solicitation, but just wanted to clarify. Not sole source

1. The SAM.gov notice shows a response date of 14 August @ 1400 EDT, but the cover page of the solicitation says 6/21/2023, and instruction to offerors (page 53) says the proposal is due 12 July @ 1100 EDT (with questions due 5 July @ 1100 EDT). Can you please clarify when the questions and proposal are due? I did not see any of these dates? I checked everywhere to see the dates you were asking about but did not see them. The only date I see is 14 August 2023. No questions are anticipated and proposals are due 14 August. If questions are relevant I will extend out the date but as you stated you work with the CDC on multiple awards in this capacity. It seemed very straight forward but am willing to extend only if absolutely necessary.
