USAID would like to clarify the following points that were discussed in Amendment 03:

(1) With regard to Question 38 in Amendment 03, we are amending USAID’s response:

Question 38: RFP Reference: L.7.2 Page Number: 86 Relevant RFP Language: “In the

AMELP, the Offeror must also include performance indicators to measure CLA and sustainability of activities.” Question: Are there specific indicators for measuring CLA and sustainability of activities that USAID would like offerors to include?

Answer 38: Yes, there are specific indicators for measuring CLA and sustainability that USAID would like offerors to include. These indicators are shared below. The Offeror should propose any additional indicators as deemed necessary. The list of indicators will be further refined at post-award by the IP in liaison with the COR as part of the AMELP.

There are three broad indicators in the PMP that can be used for assessing CLA:

Number of established and functional collaboration and learning networks and platforms

(with Local Governments, IPs and other Partners).

Number of evidence-based programmatic decisions made (by IP) as a result of collaboration and learning.

With regard to sustainability, the Contractor will monitor adherence to Guiding Principle 6 in the

PMP - see indicators below:

Dollar amount of in-kind or financial partnership leveraged resources for Uganda led sustainable development

Ugandan stakeholders perceived ownership of development activities

Number of community stakeholder platforms used in planning, execution and learning

Percentage of activities that IPs implement through facilitative approach

(2) With regard to questions pertaining to the 400 seconded staff:

Please note, the plug figures given for the 400 second staff ($2M for Year 1, $1.5M for Year 2, $1M for Year 3) only covers the cost of salaries and fringe for the staff. Offerors should budget for any additional costs associated with onboarding, payroll services, transitioning, etc.

(3) With regard to past performance:

Past performance information should only be listed in Annex 7. The statement listed under

L.7.1.6 “g. Factor 3: Past Performance (No page limit, please be concise)” is hereby deleted from the RFP.

File details come from the government source that posted it.
