General Requirements
1. SCOPE
1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors at a Coast Guard facility for Coast Guard vessels.

3. REQUIREMENTS
3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI applies to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract.
3.2 Contractor-provided fire watch personnel. The Contractor must provide fire watch personnel and equipment.
3.3 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740.
3.4 Fire Prevention Specification. The Contractor must submit a Fire Prevention Plan in accordance with paragraph 3.1 of SFLC Standard Spec 5550

WORK ITEM 1: Start Air Compressor, Open and Inspect
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to investigate the source of elevated iron and aluminum levels in compressor oil for the #1 Start Air Compressor in AMR #7.

3. REQUIREMENTS
3.1 General.
3.1.1 CIR.
None.
3.1.2. Tech Rep.
None.
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000.
3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.1.5. Period of Performance. The period of performance for this work starts on 8 April 2024 and ends on 30 April 2024.
3.1.6. Location. The Contractor must perform the work whole the USCGC Healy (WAGB 20) is alongside the pier at 1519 Alaskan Way South, Seattle, WA 98134-1102. Start Air Compressor #1 is located in Auxiliary Machine Room 8 (2-93-0-E), as shown in CG Drawing 420-WAGB-801-001.
3.2 Operational test - initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. The steering system will unavailable for an operational test, but any other disturbed equipment must be tested. Submit a CFR.
3.3 Fuel Sample. The Contractor must take a sample of the compressor oil in accordance with SFLC Std Spec 2.1.3.1. Portable testing apparatuses are acceptable for this test.
3.4 Inspect. The Contractor must inspect the internals of compressor to determine the source of aluminum and steel shavings in the oil samples.
3.3.1. The Contractor must reassemble any portion of the compressor that is disassembled to investigate the shavings. They must for renewing all disturbed seals.
3.3.2. Any disassembly and reassembly must be accomplished in accordance with TP 5340.
3.3.3. The oil sample report that included the shavings is attached to the solicitation.
3.3.4. At a minimum, the Contractor must remove the inspection plates on the side of the crank case (see Figure 1). The Contractor must also disconnect the compressor from the motor via the coupling and rotate the compressor, listening for unusual noise and noting freedom of movement.
3.3.5. The Contactor must renew the oil for the compressor in accordance with TP 5340 and SFLC Std Spec 5000 C2.1.1. Testing may be accomplished with a portable testing apparatus. Provide the old oil to the COR for disposal.
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.4 Operational Test, Final. Upon completion of work, the Contractor must witness Coast Guard personnel perform an operational test of all items or shipboard devices that were disturbed, used, repaired or altered, to demonstrate their operational condition. Submit a CFR.
