WORK ITEM 2: Engine Room Shell Plating, Crack Repairs

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to repair a crack in the shell plating in the Engine Room. The crack is below the waterline.

3. REQUIREMENTS

3.1 General. None.

3.1.2 Tech Rep. Not applicable.

3.1.3 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed:

· Lead Paint on bulkhead.

3.1.4.1 The Contractor shall abide by all lead abatement compliance requirements, as specified in SFLC Std Spec 0000.

3.2 Background information. Ship’s force has identified that there is a crack in the shell plating in the Engine Room, room port side. The crack is allowing seawater to enter the cutter. The crack is located at approximately frame 245 and stringer 15.

A-Team Note: Provide approximate location of leak.

3.3 Bulkhead crack repairs. The Contractor shall perform the following work:

3.3.1 Accompanied by Ship’s Force, identify the weeping area where seawater is entering the cutter.

3.3.2 Provide divers and fabricate and install a cofferdam on the exterior hull around the weeping area.

3.3.3 Chemically remove paint for approximately 1 ft. around the weeping area. Paint may contain lead. Properly dispose of residue.

3.3.4 Power tool clean bulkhead for approximately 1 ft. around the weeping area. Conduct ultrasonic testing of the areas around the weeping area to identify where hull metal is still good. Use CG Dwg 378 FRAM W 111-2 to determine original hull metal thickness in the area.

3.3.4.1 Conduct approximately 25 UT shots in the area around the crack to determine the extent of the wasted metal.

3.3.5 V-out and weld build up the crack in the hull. For bidding purposes, the crack is approximatel 1 inch long.

3.3.6 Clad weld additional areas of the hull to return metal thickness to original design hull thickness. For bidding purposes, clad weld repair approximately 1 sq. ft. of hull plating.

3.3.7 Feather edges of damaged paint and solvent wipe the areas in accordance with SSPC SP-1 to remove any contaminants.

3.3.8 Preserve the prepared areas with two (2) coats of epoxy paint, each coat 5-6 mils dft. Top coat to match existing color. Follow guidance in SFLC Std Spec 6310.

3.3.8.1 Surface tolerant epoxy paint INTERBOND 998 or equal shall be used to paint the bulkhead. EURONAVY surface tolerant paint is no longer authorized for use.

3.4 Acceptance Testing. The Contractor shall perform the following work:

3.4.1 Inspect the repairs in the presence of the Coast Guard Inspector. Verify that no water is entering the engine room. Submit a CFR.

3.4.2 Remove the cofferdam and re-inspect the repairs. Verify that no water is entering the engine room. Submit a CFR.

3.5 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with COMDTINST M10360.3, Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable.

3.5.1 Restore all interferences to their original condition in accordance with the General Requirements.
