WORK ITEM 1: JP 5 Pump Room Shell Plating, Deteriorated Plating Repairs

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to weld build up and repair deteriorated plating along the port side bulkhead of the JP-5 Pump Room (Auxiliary Machinery Room No. 3 3-272-0-E). The areas for repair are below the waterline.

3. REQUIREMENTS

3.1 General. None.

3.1.2 Tech Rep. Not applicable.

3.1.3 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed:

· Lead Paint on bulkhead.

3.1.4.1 The Contractor shall abide by all lead abatement compliance requirements, as specified in SFLC Std Spec 0000.

3.2 Background information. Ship’s force has identified that there is deteriorated metal in the shell plating at approximately frame 272, port side in the JP-5 Pump Room, (Auxiliary Machinery Room No. 3 3-272-0-E). The shell plating is deteriorated to a thickness of approximately 1/3 of the original shell plating thickness and repairs are necessary. The damaged areas are located just aft of Frame 272, stringer. Damaged area stretches approximately 5 ft along the top of the stringer and approximately 2-6 inches along the stringer top and up the shell plating in the area.

A-Team Note: Provide approximate location of leak.

3.3 Shell deterioration repairs. The Contractor shall perform the following work:

3.3.1 Accompanied by Ship’s Force, identify the deteriorated areas of shell plating.

3.3.2 Provide divers and fabricate and install a cofferdam on the exterior hull around the areas to be repaired.

3.3.3 Chemically remove paint for approximately 5 ft. x 1 ft. along to top of the affected stiffener and the shell plating. Paint may contain lead. Properly dispose of residue.

3.3.4 Power tool clean bulkhead for approximately 5 ft. x 1 ft. from bulkhead 272 aft along the affected stiffener. Clean the stiffener surface and the shell plating to six inches off where the stiffener is welded to the shell. Conduct ultrasonic testing of the areas around the cleaned areas to identify where hull metal is still good. Use CG Dwg 378 FRAM W 111-2 to determine original hull metal thickness in the area.

3.3.4.1 Conduct approximately 25 UT shots in the area around the areas to determine the extent of the wasted metal.

3.3.5 Ensure that Fuel Tank 4-256-2-F has been certified gas free, safe for hot work prior to welding near the fuel tank.

A-Team Note: Will have to gas free the affected fuel tank if welding within 6 inches of bulkhead 272. Must include tank cleaning spec.

3.3.6 Clad weld additional areas of the hull and stiffener to return metal thickness to original design hull thickness. For bidding purposes, clad weld repair approximately 3 sq. ft. of hull plating and stiffener (5 ft. x 6 inches).

3.3.7 Feather edges of damaged paint and solvent wipe the areas in accordance with SSPC SP-1 to remove any contaminants.

3.3.8 Preserve the prepared areas with two (2) coats of epoxy paint, each coat 5-6 mils dft. Top coat to match existing color. Follow guidance in SFLC Std Spec 6310.

3.3.8.1 Surface tolerant epoxy paint INTERBOND 998 or equal shall be used to paint the bulkhead. EURONAVY surface tolerant paint is no longer authorized for use.

3.4 Acceptance Testing. The Contractor shall perform the following work:

3.4.1 Inspect the repairs in the presence of the Coast Guard Inspector. Verify that no water is entering the pump room. Submit a CFR.

3.4.2 Remove the cofferdam and re-inspect the repairs. Verify that no water is entering the pump room. Submit a CFR.

3.5 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with COMDTINST M10360.3, Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable.

3.5.1 Restore all interferences to their original condition in accordance with the General Requirements.
