The centrifugal pumps identified in this Justification and Approval (J&A) are integral components of the fire main system on the 154’ WPC Coastal Patrol vessels. These systems were holistically designed, procured, and assembled by Bollinger Shipyards LLC, rather than being based on government-specified descriptions for each individual component. Consequently, the government did not acquire detailed technical descriptions for the centrifugal pumps from the manufacturer, Carver Pump. Beyond basic part numbers, the government does not possess the necessary technical specifications and tolerances to provide to engine overhaul facilities, which prevents a full and open competition for maintenance and repair.
The reliability of a vessel's fire main system is paramount to both mission success and safety, as a pump failure could lead to catastrophic outcomes, including loss of life. Carver Pump's manufactured and certified parts have a known and acceptable record of reliability, having met Coast Guard mission requirements and safety standards through a decade of unrestricted use and thousands of operational hours. Given the proprietary nature of the equipment, K&M Industrial, LLC is the sole U.S. repair facility authorized by Carver Pump Co., Inc. for these assemblies. Documentation as such is available and will be part of the procurement package. Any failure of substituted or aftermarket parts installed by unauthorized vendors could jeopardize the safety of the vessel and crew. These 154’ WPC Patrol boats support Homeland Security by conducting multi-mission operations in often hazardous weather and heavy seas, aligning with national strategic objectives for maritime security. Attempting to overhaul the centrifugal pumps without the correct specifications, drawings, and technical data could lead to catastrophic failure, resulting in a loss of firefighting capability and an inability to meet mission requirements.
Carver Pump, Co. is the OEM and the only contractor that can guarantee the pumps are overhauled to the required standards, as the proprietary manufacturing drawings and technical data were not purchased by the Coast Guard and are unavailable for competitive use.
While the COR will continue to conduct market research for other potential suppliers, securing the required technical data for full and open competition remains a significant challenge.
