1. Work Item 8: Padeyes, Inspect and Test: SECTION 3. REQUIREMENTS paragraph 3.2 Inspection particulars instructs contractor to perform inspection and testing for all Padeyes shown on the drawings listed in the SECTION
2.REFERENCES: CGDWG 627 WMEC 131-001, REV D Second & Main Deck Plating & Supports and CGDWG
627 WMEC 136-001, REV G, 01, 01 & Bridge De3ck Plating and Supports. The two drawings cited show bitts, chocks, and structural details of all kinds, but nowhere on them are marked Padeyes. Please indicate the number of
Padeye locations and please describe them by calling out the corresponding frame numbers and location to Port or
Starboard by distance off centerline or by making marks on the reference drawing in RED.
Response: Please see attached Chart.
2. Work Item 1: Chill Water System, Clean & Flushing: What is the Volume of the Chilled Water (HW) Loop?
Response: Refer to the Work Item drawings to find the volume of the system.
3. Work Item 2: Potable Water Pneumatic Tank(s), Clean and Inspect: Will the Pneumatic tank be isolated off from the rest of the system as part of our work scope or would we need to flush the whole freshwater system (and the associated 11,693 gallon tank)?
Response: Isolate the tank.
4. Work Item 3: Hot Water Accumulator Tanks, Clean and Inspect: Will the Hot Water Tank be isolated off from the rest of the system as part of our work scope or would we need to flush the whole Hot Water System?
Response: Isolate the tank.
5. Work Items 1, 2, 3, 4, 5 & 7: TANK CLEANING & FLUSHING: Specification Section 3 REQUIREMENTS para 3.6.3. instructs the contractor to dispose of all flushing fluid in accordance with all applicable Federal, State, and Local regulations and further warns the contractor not to drain any fluids into any space, bilge, or exterior location. When performing cleaning and flushing operations in other locations, (Port of Newport OR for instance) it is common to neutralize the flushing fluid and dispose by drain piping to the local municipal sewage treatment plant.
If this is not the intention of the specification work items, the alternative would be to bring in tank trucks for disposal which would be cost prohibitive. Please indicate if the Port of Astoria will allow onsite disposal of neutralized flushing fluid to the drain system connected to local wastewater treatment?
Response: Dispose of the flushing fluid in accordance with all applicable Federal, State, and Local regulations. If what you describe is legal then it’s ok, and if it’s not legal then it’s not ok.
6. The SOW directs replacement of the LCD-80 with an LCD2-80 however it isn’t listed in Paragraph 4.1, Table 1 as part of the contractors furnished items nor is it listed as a Govt furnished item. Should we include one in our pricing?
Response: The LCD2-80 should be provided by the contractor.
