Hydraulic Oil Purifier, Remove

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to remove and dispose of the hydraulic oil purifier (HOP) and install flushing fittings at the hydraulic oil manifold located in the lower level of the Engine Room, Compartment 3-103-0-E.

1.2 Government-furnished property.

None.

1.3 Period of Performace: November 4, 2019 to December 4, 2019. 31 calendar days.

1.4 Place of Performance: CGC BEAR (WMEC-901) 4000 Coast Guard Blvd, Portsmouth, VA 23703.

3. REQUIREMENTS

3.1 General.

3.1.1 CIR.

None.

3.1.2 Tech Rep.

Not Applicable.

3.1.3 Protective Measures - General. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, the

Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.

3.1.3.1 Protective Measures - Hydraulic System(s). The Contractor shall maintain existing hydraulic system cleanliness and take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Immediately after disconnecting or removing components from the hydraulic system, the Contractor shall completely seal all openings to the rest of the system using caps for externally threaded connection points, bolt-on blanks, or taped-on discs/covers made of durable plastic or sheet-metal that is no less than 1/16-inch thick.

NOTE

Plastic bags may be used only when arrangement or configuration prevents the use of the other sealing methods specified above.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec

0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed:

3.1.5 General Requirements. The Contractor shall accomplish all work in accordance with SFLC Std

Spec 0000, 0740 and 3042.

3.1.6 Pipe Hangers. The Contractor shall furnish, fit, and install new pipe hangers in accordance with

MSS SP-58.

3.2 Essential Characteristics. A pipe fitting product equal to Lokring for the purposes of this work item shall have the following essential functional characteristics:

Product must eliminate the need to gas free the lines and tanks being required for hot work.

Product must have the ability to be installed in a system that is not or cannot be thoroughly drained and dried.

Product must eliminate the need to flush the modified lines (as would be required for brazing or welding).

Product must have passed ASTM F1387 testing.

Product must have NAVSEA, Coast Guard and ABS approvals.

3.3 Operations Test - Initial. Prior to commencement of work, the Contractor shall witness an operational pre-test (by Coast Guard personnel) of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR.

NOTE

An operational check of the HOP is not required.

3.4 Hydraulic Oil Purifier Removal. The Contractor shall remove and dispose of the hydraulic oil purifier including but not limited to all cabling, motor controllers, valves, and piping as detailed below.

3.4.1 Power and MPCMS Cable Removal. The Contractor shall disconnect and dispose of circuit (3-117-

4-4EP-F) from the HOP to breaker F in power panel (3-117-4) as shown on Coast Guard Drawing 901

WMEC 320-076 or 905 WMEC 320-055, as class applicable; and detailed on Coast Guard Drawing 901

WMEC 320-035 or 905 WMEC 320-014, as class applicable. The Contractor shall disconnect and remove the cable from the HOP controller to machinery control system.

3.4.2 Potable Water Hose Removal. The Contractor shall disconnect and dispose of the potable water hose from the HOP to the potable water supply isolation valve. The potable water supply line and isolation valve will be reutilized as the potable water supply for the new oily water separator install and modified in separate work item included in this package.

3.4.3 AFFF Bilge Sprinkling Piping Modification. The Contractor shall remove and save for reinstallation the existing AFFF bilge sprinkling line shown in Figure 1 and detailed on Coast Guard

Drawing 901 WMEC 555-014 or 905 WMEC 555-013, as class applicable. This branch is currently installed on top of the HOP base plate and runs longitudinally through the HOP. This line will be rerouted per Coast Guard Drawing 901 WMEC 555-014 or 905 WMEC 555-013, as class applicable after installation of the new oily water separator, which is a separate work item in this specification package.

3.4.4 Ballast Suction Valve Reach Rod Modification. The Contractor shall remove the ballast valve 3-

163-1 suction reach rod and associated bushing mount as shown in Figures 2, 3 and 4 and save for reuse.

This reach rod will be reinstalled after installation of the new oily water separator, which is a separate work item in this specification package.

3.4.5 HOP Heavy Phase Discharge. The Contractor shall remove and dispose of the 1 ½” HOP heavy phase discharge line from the discharge union located on the HOP to approximately 1 foot prior to the existing tee located at approximately frame 147 (shown in Figure 5). Install a Lokring pipe cap as shown on Coast Guard Drawing 901 WMEC 245-019 or 905 WMEC 245-011, as class applicable.

3.4.6 HOP Hydraulic Oil Supply and Cross Connect Piping. The Contractor shall remove and dispose of the HOP hydraulic oil supply line and the HOP/Hydraulic Oil Transfer Pump (HOTP) cross-connect piping. The Contractor shall reconnect the HOTP suction line to the suction side of the hydraulic oil discharge manifold.

3.4.6.1 The Contractor shall disconnect, remove and dispose of the HOP suction line from the inlet flange on the HOP to the 1 ½” flange (point “f”) located on the suction side of the hydraulic oil discharge manifold as shown on Coast Guard Drawing 901 WMEC 245-019 or 905 WMEC 245-011, as class applicable.

3.4.6.2 The Contractor shall disconnect, remove and dispose of the HOP cross connect line from where it tees into the HOP suction line to approximately 1 foot prior to where the cross connect line tees into the

HOTP suction line as shown in Figure 6.

3.4.6.3 The Contractor shall furnish and install a new locked isolation valve HO-3-159-11 just prior to the tee where the cross connect line connects with the HOTP suction from the hydraulic oil storage tank as shown in Figure 6 and on Coast Guard Drawing 901 WMEC 245-019 or 905 WMEC 245-011, as class applicable. The use of Lokring fittings is encouraged to minimize the need for hotwork.

3.4.6.4 The Contractor shall fabricate and install a new 2” cross connect line from the newly inserted isolation valve to the newly installed existing 1 ½” discharge flange on the suction side of the hydraulic oil discharge manifold as shown on Coast Guard Drawing 901 WMEC 245-019 or 905 WMEC 245-011, as class applicable. The use of Lokring fittings is encouraged to minimize the need for hotwork when possible.

3.4.6.5 The Contractor shall furnish and install a new flushing connection and isolation valve HO-3-157-1 at the suction side of the hydraulic oil discharge manifold as shown on Coast Guard drawing 901 WMEC

245-019 or 905 WMEC 245-011, as class applicable.

3.4.7 Light Effluent Discharge Piping and 3-Way Valve Removal. The Contractor shall remove and dispose of the 1” light effluent discharge line from the flange located on the HOP up to and including the

3-way valve as shown on Coast Guard Drawing 901 WMEC 245-019 or 905 WMEC 245-011, as class applicable and shown in Figure 6. The Contractor shall fabricate and install a new piece of 1” piping for insertion in place of the removed 3-way valve. The use of Lokring fittings is encouraged to prevent the need for hot work.

3.4.8 HOP Removal. The Contractor shall remove and dispose of the HOP from its existing foundation by removing the HOP from its mounts, 2 of which are shown in Figures 7 and 8. The foundation will be modified to accept the new oily water separator in a separate work item in this specification package.

3.5 Flushing. The Contractor shall flush all new and disturbed piping in the hydraulic oil storage and transfer system in accordance with SFLC Std Spec 5000, Appendix C, Paragraph C2.8.1 (Flushing).

3.6 Touch-up Preservation, General. The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces, as applicable, to match existing adjacent surfaces in accordance with SFLC Std

Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.)

3.7 Pipe Labeling. The Contractor shall accomplish the following:

3.7.1 Stencil the following onto the pipe surfaces:

Name of the piping system service.

Destination, where feasible.

Direction of flow, indicated by an arrow three inches long pointing away from the lettering

(for reversible flow, point an arrow away from each end of the lettering).

3.7.2 Ensure all lettering and arrow(s) are as follows:

In general, black color except white for dark-colored piping.

Applied in conspicuous locations and preferably near control valves.

3.8 Operational Test-Post Repairs. After completion of work, the Contractor shall witness an operational test (by Coast Guard personnel) of all items or shipboard devices that have been disturbed, used, repaired, altered, or installed, to prove that they are in satisfactory operating condition. Submit a CFR.

4. NOTES

4.1 Related work items. Tank emptying, opening and closing requirements are covered under separate

Contract work items in this specification package. “Oily Water Separator, Replace” is a separate work item in this specification package directly related to this work item. Do not duplicate costs in work item bids.
