ALERT FY19 DOCKSIDE REPAIRS
70Z080-19-Q-P4503000A
AMENDMENT 3 QUESTIONS RECEIVED
1. Work Item 30 – Flow Meter Aviation Fuel - Is the exact same make, model and design meter and register replacing the existing unit? If the unit is of a different configuration, please provide a drawing of the new unit to determine what piping modifications need to be made.
The cutter is receiving a new Flow Meter and Counter Register (GFE). The spec references the updated/red lined CG drawing that shows all the piping modifications.
2. Work Item 30 – Flow Meter Aviation Fuel - Section 3.2 states “The contractor shall if not already calibrated, calibrate and install the instrumentation…”. We need the
Coast Guard to verify if the equipment they are supplying as GFM is calibrated and ready to install.
The new meter and register maybe already calibrated, if it is there will be a certificate of calibration attached to it. If not, the KTR needs to send the meter and register out for calibration as per spec. Regardless, the KTR should verify the accuracy of the meter and register after installation by having ship’s force re-circulate JP-5 through the Fueling Station nozzle back to JP-5 Pump Room.
There’s another meter in the Fueling Station that will certainly be calibrated you can compare against it.
3. Work Item 30 – Flow Meter Aviation Fuel - Section 3.2.1 Calibration. This section seems to apply to existing equipment that is being pulled out for service and inspection. Since we are installing new equipment, the language in this section does not make sense with the scope of work.
You are correct. The KTR is not disassembling and cleaning anything. It’s all brand new equipment that needs to be installed.
4. Work Item 30 –Section 3.2.2 Renewal.
a) Why is a change order required to replace the flow meter? Section 3.2 instructs to install the new instrumentation from Table 1.
b) If the unit is already calibrated, the contractor should not need to supply a certificate. This should only be required if the contractor has to send the unit out for calibration, which we asked in question 2 for the Coast Guard to verify.
Correct. There is no need for a CFR or CR. We want the new equipment installed and tested.
5. Work Item 1 - Amendment 02 addressed questions about the fuel to be removed.
Thank you. However, some ambiguity still exists concerning the JP-5: USCG has directed that Contractor be prepared to pump up to 5,000 gallons of JP-5 or Diesel
Fuel on this item. There are only 898 gallons of JP-5 possible to be dealt with in one tank on this item. To include the possibility of an additional 4,000 gallons means that the USCG could expect the Contractor to pump additional liquids from another item. Mixing JP-5 and Diesel makes disposal much more expensive.
Recommend that the amount of fuel to be removed on this item be reduced to 900 gallons and restricted to JP-5. If there is a real possibility that the tanks on the diesel fuel items will exceed 5,000 gallons each, then a suggestion is made to address this by CFR.
Additionally, Contractor suggests that paragraph 4.1 be deleted from the fuel tank items.
Corrected. The work item should state up to 900 gallons of JP-5 solely.
Section 4.1 will remain in the specification; ship’s force will pump down the tank(s) as far as they can before the availability.
6. Work Item 4 is missing the capacity and low suction information for tank 4-96-3-F.
Can you provide this information?
Corrected. See Rev 2 of Specification, dated 23 April 2019.
7. We see Rev-1 is out, however there is no data in the Revisions record. What changed?
Rev 1, dated 5 November 2018, replaced Rev 0. Rev 0, originally posted to FBO, was a draft version of the specification.
File details come from the government source that posted it.
