Amendment 00001

Question #1: Schedule B pricing sheet identifies Item Description as 650 SQ-FT. Work Item paragraph 3.4.1 identifies 850 square feet. Is the requirement for paragraph 3.4.1 650 square feet?

Answer: Go with the work item spec, 850 sqft.

Question #2: Paragraph 3.7.2 includes notes regarding use of decals and vinyl adhesive letters and numbers.

Are the visual identification markings identified in paragraph 3.7.2 allowed to be decals and vinyl adhesive letters and numbers?

Answer: Yes, the visual identification markings identified in paragraph 3.7.2 (other than stripes and draft marks) are allowed to be decals and vinyl adhesive letters and numbers.

Question #3: Table 1 does not identify the type of strainer to be installed. Are the new strainers Duplex strainers or Simplex strainers?

Answer: Assume all strainers are duplex for purpose of bid, since they are listed under the duplex strainer overhaul work item. Yes, new strainer plug valves require test and acceptance per specification. Paragraph 3.6 means cutter interior surfaces, as designated in SFLC Std Spec 6310.

Strainers shall be preserved 100%.

Question #4: Paragraphs 3.5.1 through 3.1.5.4 include requirements for use of cofferdams. Strainer repairs will occur while the vessel is located in a drydock. There is no need for cofferdams for this work specification. What is the purpose of inclusion of cofferdam requirements?

Answer: Sea Strainers Duplex (All Sizes), Overhaul Contractor is correct. There is no need for cofferdam for this DD avail.

Question #5: Temporary Services, Table 1, includes a requirement for contractor to provide Steam (Sub- Paragraph 3.3.11) Steam is not typically required for USCG 210 Class vessels. Is the contractor required to provide Steam for this solicitation?

Answer: The cutter does not need steam.

Question #6 (40): Paragraph 3.2 states to renew and test the designated strainers shown on the 3 identified drawings. Are the strainers on these drawings the only ones required to be renewed?

Will the government identify the manufacturer/model numbers and provide the appropriate reference drawings and bill of materials for each of the strainers required to be renewed? If not, please advise on the method to be used to determine cost estimates for strainer replacement.

Answer : Gov't can find the manufacturer/model numbers.

Question #7 (41): The strainers identified in Table 1 are removed, repaired, and reinstalled by work item 19. It appears the intent of work item 20 is to renew those strainers which cannot be repaired successfully by work item

19. Is it the intent of the government to have the new strainer/s disassembled to grease/test the plug valves?

Paragraph 3.6 requires preservation of" interior surfaces" and refers to sea strainer surfaces. Are the "interior surfaces" the internal surfaces of the sea strainers or the exterior surfaces of the sea strainers?

Answer : The new valves should also be tested. The interior surface is the interior of the strainers.

Question #8 (42) : Paragraph 3.4.1.2 identifies that up to 10 linear feet of 7.5# T-beam in the engine room is to be replaced. The identified reference drawings provide structural detail and web fram structural detail but to not specify the repair location. Shipcheck did not identify the location of repair.

70Z080-19-Q-P30C0700

Amendment 00001

What is the location of the repair area, stifferner number/frame/port or starboard, etc.?

Answer : It should be on the port side, forward, just above the deckplate level on the lower deck.

Question #9 (43) : Paragraph 3.4.1.3 states to "Reattach fire pump foundation to the hull plating."

Ship check reveals that the existing fire pump foundation is structurally deteriorated beyond what can reasonably be expected to be rewelded/re-attached. Is it the government intention to issue a change order to compensate the contractor for steel replacement in order to "re-attach" the foundation to the hull plating? If not, what is to be included in the estimated reattachment cost estimate?

Answer : The foundation is what needs to be replaced and reattached to the hull. If the hull needs to be replaced, we will issue a CR.

Question #10 (44) : Is it the intent of the government to issue a change order for removal and reinstallation of R/O unit components if the deck and/or foundation plating identified for renewal is beneath the existing equipment? If not, please identifiy the government expectation for cost estimate development for plating replacement.

Answer : The RO is listed as an interference, no CR should be needed.

*** A vendor requested additional drawings that were not part of the consolidated list of drawings and references.

The KO is waiting for a response from the APM about the drawings. If they are necessary, they will be sent out to every vendor who requested the drawings from the KO for this solicitation.
