STATEMENT OF WORK

ACQUISITION OF UNITED STATES COAST GUARD SECTOR FIELD OFFICE MOBILE

BOAT HOIST

1. INTRODUCTION

The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Small Boat Product Line (SBPL) requires a replacement for the current mobile boat hoist located at USCG Sector Field Office (SFO) Eastern Shore. The necessity of having a mobile boat hoist offers many benefits to the unit:

To keep the boats out of the water when repairs are needed and not in use.

The mobile boat hoist will also allow the unit to quickly launch and remove boats when the need arises.

2. SCOPE OF WORK

The work to be accomplished through the following task.

2.1 The manufacturer shall furnish, deliver, and assemble one (1) mobile boat hoist as described in this SOW to Coast Guard SFO Eastern Shore. This mobile boat hoist shall include the following features:

Zinc enriched primer

Chine pads for each sling

Variable speed hoist

Drive lights

Overload alarm system installed in accordance with SFLC Technical Standard (TS) 583-4, which is included as Attachment (1)

2.2 This hoist shall be designed to operate on the pier and capable of entering the haul out facility building at SFO Eastern Shore while carrying a 47’ Motor Lifeboat (MLB) or a 45’ Ready Boat Medium (RB-M). Pier and haul out facility door drawings are included as Attachment (2). The USCG will verify that the lift is aligned properly with the pier design. The dimensions, lifting capacity, weight, and capability of the lift will be comparable to the lift currently located at USCG SFO

Eastern Shore. The machinery shall be load and operationally tested at SFO Eastern Shore with a certification of testing provided prior to USCG acceptance.

USCG personnel shall be provided training for operating as well as maintaining the hoist. The mobile boat hoist that is currently in use at SFO Eastern Shore has the following dimensions, lifting capacity, weight, and capabilities:

1. Dimensions (LxWxH): 28’3” x 24’ x 23’

2. Minimum Lifting Capacity: 60,000lbs (30 tons)

3. Weight: approximately 32,000lbs

4. Constructed and sized to accommodate a USCG 47’ MLB and 45’ RB-M.

2.3 The hoist currently located at SFO Eastern Shore is a Kleeco model SP800H.

The vendor shall fully disassemble this hoist and place all parts in a location designated by the local Coast Guard point of contact at the Coast Guard Facility.

3. REQUIREMENTS

The lift shall be industrial grade standard production model consisting of coordinated components and certified by the manufacturer. The model shall have been in production for a minimum of three (3) years and have a two (2) year manufacturer’s warranty.

3.1 Warranty

A standard manufacturer’s warranty of a minimum of two (2) years shall be provided under this contract. The warranty shall be typed and signed from the Contractor and shall not take effect until the date of acceptance of the required mobile boat hoist by the USCG.

3.2 Capacity

The lift shall have a minimum lifting capacity of 60,000 lbs. The rated capacity of the boat lift shall be permanently affixed in an obvious/visible location.

3.3 Construction

The hoist shall be constructed in and built to operate in adherence of all local and federal regulations.

3.4 Spare Parts

The Contractor shall provide all necessary parts and materials to complete planned maintenance for the first year the lift is in service. The necessary parts and materials shall be delivered to the USCG Engineering Section at SFO Eastern Shore. In addition, the vendor shall provide estimated lead times for replacement parts for each mobile boat hoist to each designated location as part of the proposal.

3.5 Delivery Locations and Arrangements

Delivery arrangements shall be between the hours of 7:30 AM to 3:00 PM local time, Monday through Friday inclusive. Unloading as well as assembly of the items from the delivery vehicle shall be the responsibility of the Contractor and arrangements for delivery and installation shall be made with the Engineering

3.6. Coordination of Final Lift Placement

The Contractor shall coordinate final placement of boat lift with local USCG point of contact at time of delivery. This individual will be identified by the USCG after the contract is awarded.

3.7. On-Site Testing, Training, and Operations and Maintenance Manuals

The Contractor shall be required to furnish the services of the manufacturer or their authorized representative to conduct a 100% on-site testing and training for operation and maintenance of equipment. The training shall be completed to the Contractor’s standards.

The mobile boat hoist shall be operated through a minimum of three complete cycles of each function, including loading a craft into the lift, raising and lowering of the craft, exiting the craft from the lift and all related functions the lift is capable of performing. If any par, subsystem or system fails during testing, the defective equipment shall be replaced and retested t no additional cost to the Government.

Two original copies of the Manufacturer’s Operations and Maintenance Manual shall be provided to the on-site Government Point of Contac ton the training day of the delivery location. Each manual shall have annotated the actual catalog/model number of the components provided and/or associated with the Boat Lift. Manuals shall include manufacturer’s part number, source of supply, disassembly and assembly instructions with orientation to adjacent components. Maintenance information shall include a schedule/checklist for daily, weekly, monthly, quarterly, semi-annual and annual Preventive Maintenance (PM) procedures. A list of maintenance instructions to include applicable tools must also be provided.

Manufacturer or their authorized representative will provide a rated load test at 110% of the Working Load Limit in accordance with SFLC TS 583-4 and provide results of the test to the unit POC and COR. In addition a data plate will be attached to the hoist with month and year that the test was completed.

3.8. References

The Boat Lifts shall be in accordance with the standards and specifications of the referenced technical organizations for the construction methods, materials, application and environment as applicable. These may include but not be limited to:

International Organization for Standardization (ISO) Standards, American National Standards Institute (ANSI), National Electrical Manufacturers Association (NEMA).

Inspections and tests shall be conducted in accordance with SFLC TS 583-4.

Examples are as follows:

3.9 Submittals and Approvals

All paperwork shall be delivered to the USCG Contracting Officer (KO) within seven (7) calendar days after the acceptance of the mobile boat hoist. Catalog cuts, shop drawings and other information shall be submitted to the USCG by the Contractor as required herein and as necessary to secure approval of the equipment. The following documents are required to be submitted:

1. Boat Lift schematics and specifications

2. Warranty

3. Manufacturer’s Operations and Maintenance Manuals

4. ACCEPTANCE

The USCG shall provide acceptance of the required mobile boat hoist once the mobile boat hoist has been delivered, assembled, and tested at SFO Eastern Shore and the required training and operations manual have been provided, as well as dissembling and moving the current mobile boat hoist in use. The USCG reserves the right to observe the Contractor install the required mobile boat hoist. To provide acceptance, the USCG shall sign and submit a copy of the DD Form 1149 accepting responsibility of new mobile boat hoist equipment.

5. DELIVERABLES

The contractor shall provide the following:

5.1. Quantity of 1 mobile boat hoist as described in Section 3 delivered to SFO Eastern Shore, which shall be installed by the Contractor.

5.2. Dissembling and moving the mobile boat hoist that is currently in place per Section 2.3.

5.3. Constructing the mobile boat hoist required in 5.1.

5.4. The warranty as described in Section 3.1.

5.5. The spare parts as described in Section 3.4.

5.6. The on-site training and testing as described in Section 3.7.

5.7. The required documents identified in Section 3.9.

6. DELIVERY SCHEDULE AND PERIOD OF PERFORMANCE

The following delivery schedule shall be followed for the requirements identified in Section 5:

5.1.: 120 days after contract award.

5.2. Seven (7) days after delivery of 5.1.

5.3. 7 days after delivery of 5.1.

5.4. 2 years after acceptance of 5.1.

5.5. 120 days after contract award.

5.6. 7 days after delivery of 5.1.

5.7. 7 days after delivery of 5.1.

7. CONTRACTING OFFICER’S REPRESENTATIVE

The Contracting Officer’s Representative (COR) shall be identified at time of contract award. Additionally, the Alternate Contracting Officer’s Representative (ACOR) shall be identified at time of contract award.

8. NOTES

All Government Furnished Information (GFI) and work product shall remain the property of the USCG and shall not be released to any third party or published without prior approval from the Contracting Officer’s Representative (COR) and the Contract Officer (KO).
