Question&Answers.v1
Question Question Answer
What does 'reserved" mean on the Schedule of Prices? Is it set aside for a specific company or reserved for another reason? Reserved simply means the CLIN isn't used at that point in the schedule. Transition CLINs occur in the Base Year and not the Option Years. Other Reserved CLINs are not to be priced initially, but are listed to show that they will be priced in later option years providing the USCG with an opportunity to scale at pre-determined rates, as more installations elect to take part in the
IDIQ.
Since there will be 8 individual awards can we give the Contracting Officer a bid on the Base they would like to provide security for.
Offerors can submit quotes on one or multiple regions that they are interested in, and are not obligated to submit for the entire portion, but must submit quotes for a complete region to include all options for that region.
Will the bid be bundled or can we just bid for Boston.? Offerors can submit quotes on one or multiple regions that they are interested in, and are not obligated to submit for the entire portion, but must submit quotes for a complete region to include all options for that region.
Do you know when the RFP will be released or can you email me a copy? I understand that it might be released tomorrow 6/30.
RFP was released on 02JUL21. Sam.gov remains the portal the USCG uses to communicate to vendors.
In the RFP, Section D, Page 42 / Can two affiliate companies, owned by the same corporate parent, each submit proposals so long as they are for different regions.
Offers will be arranged according to their SAM registration (DUNS & CAGE Codes). This is how we will confirm 8(a) status and issue/award any contracts. If two affiliate companies are able to submit as independent, then they will be received as such. As stated in the pre-proposal conference, ensure that your best proposal is submitted that best represents your company, and that any team or partnership be clearly depicted in the proposal.
In the RFP, Section D, Page 42 / In Phase II, can an offeror use sister or parent company past performance provided that the proposal demonstrates that the resources of the parent or affiliated company-its workforce, management, facilities or other resources-will be provided or relied upon for contract performance such that the parent or affiliate will have meaningful involvement in contract performance.
Offers will be arranged according to their SAM registration (DUNS & CAGE Codes). This is how we will confirm 8(a) status and issue/award any contracts. If the decision is made to have the affiliate propose individually, then they alone must use their corporate past performance, as only that company is being put forward. If intention is to use the parent company, then the parent company must submit to be considered. As stated in the pre-proposal conference, ensure that your best proposal is submitted that best represents your company, and that any team or partnership be clearly depicted in the proposal.
In ENCL 1a, NSGC Regions / In the sam.gov posting and the document titled ‘Enclosure 1a NSGC Regions’, the government provided an alignment of installations with their respective regions. However, this alignment did not occur for the 35 installations listed under the statement ‘The installations listed below are presently excluded from the current contract’ in the document titled ‘Enclosure 1 List of Installations’, Will the government align these locations to their respective regions?
To clarify, ENCL 1a NSGC Regions depicts the regions and some installations in that area. ENCL 1 List of Installations, list the installations and shows the additional 35 installations that may be scaled and included in the contract. The intent is to provide locations of the installations. Follow ATTACHMENT+I+-+Schedule+of+Prices and price accordingly, as each installation is grouped by region on the price list, and provides the alignment requested.
In ENCL 1a, NSGC Regions / Are the 8 regions present in this document and their installation/state alignment consistent with USCG District Areas of Responsibility?
Installations are grouped by the 8 contracted regions as outlined in the price list and the aforementioned ENCL 1a NSGC Regions. As mentioned during the pre-proposal conference, some deviations to USCG Districts Areas of Responsibility. Regions are firmly delineated in attachment+-+Schedule+of+Prices.
Multiple email address conflicts for Mr. Harned. One reads jamision.w.harned@uscg.mil and another reads jamison.w.harned@uscg.mil. Question: Would the USCG please clarify which email is the correct one?
Correct email is jamison.w.harned@uscg.mil.
Section ADDENDUM to 52.212-1 -- Instructions to Offerors-Commercial Items (MAR 2020), Section b. Administrative Information / Question: Is the Administrative Information a separate submission or is it to be included in the Technical Approach?
Administrative Information is required summary information that is required to be submitted for each proposal (PH I & PH II).
Administrative information does not count against your Technical Approach page count, and is a separate set of information.
Technical Approach factors and requirements remain unchanged.
Section ADDENDUM to 52.212-1 -- Instructions to Offerors-Commercial Items (MAR 2020), Section b. Administrative Information / Question: Whether a separate submission or included in the Technical Approach, is the Administrative Information excluded from the Page Limits?
Administrative Information is required summary information that is required to be submitted for each proposal (PH I & PH II).
Administrative information does not count against your Technical Approach page count, and is a separate set of information.
Technical Approach factors and requirements remain unchanged.
There are sites listed and included in the Wage Determinations for sites not listed under the regions. For example, only Kodiak is listed under the Alaska Region, but the pricing sheet lists several others with no productive hours in the pricing spreadsheet.
Question: Can the Government clarify the sites we are to bid to?
Refer back to the sam.gov solicitation posting. SCA Rates for Sitka, Anchorage, Kodiak, Ketchikan Gateway, and Juneau are listed. SCA Rates will continue to be updated to reflect WDOL updates via amendment, as some have already been amended since the solicitation was posted. Vendors can, and are encouraged to search WDOL on sam.gov for current SCA rate information for each location.
A 24/7 post is 8,760 productive hours per year. The government spreadsheet is based on 8,736 hours. Question: Is there a reason 24 hours have been removed from the year, and the can the Government clarify how they arrived at their productive hours in the spreadsheet?
Hours are adjusted via amendment. See corrected Attachment 1 Schedule of Prices.v2
Phase II – Past Performance. Question: Is there any limit to the number of past performance references an offeror can submit?
Offerors shall submit past performance based on recent, within the past five years, and relevant projects of comparable size, scope and complexity. These are the only constraints.
During the Pre-Proposal Conference, Mr. Shanks mentioned that offerors must provide the names of the Site Question: Which proposal document does the Government require this information? Please clarify if this information should be provided in the Phase I Technical Approach, Phase II Management Approach or Phase II Price?
At the Pre-proposal conference the HSAR clause 3052.215-70, Key Personnel or Facilities (DEC 2003) was noted to be included in the solicitation and that the Site Supervisor/Lead is the only position designated as Key Personnel. Address as part of the Management Approach factor.
Question: Are there any CBAs in place at the USCG sites? If so, request the USCG provide a copy of all current CBAs by location so we can price our submission accurately.
The WDOL wage determinations that will be used are provided in the solicitation on sam.gov, and are available to be reviewed on sam.gov as well.
FAR 52.212-1 Instructions to Offerors – Commercial Items Will the Government please confirm that representations and certifications should be included with “Administrative Information”?
Responses to provisions listed in the solicitation that are in addition to those listed in SAM.gov can be submitted with the administrative information.
Instructions a. Questions Will there be a questions and answers period for Phase II? Yes. Q&A will be made available for PH II. Time for Q&A will be established with due date for PH II proposals are established.
Instructions b. Administrative Information Will the Government please confirm that “Administrative Information” is outside of page count/limitations?
Yes. Admin info is not included in page count.
Instructions b. Administrative Information Will the Government please clarify if “Administrative Information” can be its own electronic file?
Yes.
Instructions b. Administrative Information Will the Government please clarify if "Administrative Information" should be submitted with Phase I or Phase II?
Administrative Information is required summary information that is required to be submitted for each proposal (PH I & PH II).
Administrative information does not count against your Technical Approach page count, and is a separate set of information.
Instructions c. Font Size and Page Limitations Will the Government allow for a three (3) page introduction in the Phase II Past Performance Section?
This is not required.
Instructions c. Font Size and Page Limitations Will the Government allow additional page allocations per Phase II Past Performance reference?
two pages should suffice. PP Questionnaire has been included in this amendment.
Instructions c. Font Size and Page Limitations Is the 3-page cover letter for Price intended to serve as the pricing narrative? Yes.
Instructions c. Font Size and Page Limitations Will the Government please allow a cross-reference matrix to be excluded from page count?
The Table of Contents is excluded from the page count.
Section G. Training G-1.1.1 The Government states “The training plan outlining how all training requirement shall be met should be provided by the contractor with proposal.” Will the Government please confirm that this Training Plan is to be submitted with Phase II Management Approach?
This Training Plan is to be submitted with Phase II Management Approach
Attention to Offeror;
H. Contract Award and Administration H-1.2.1 Phase-In The RFP defines the period of performance as 12-month performance periods beginning 1 April 2022. However, the Transition Phase-In Period dates are not provided. Please clarify whether the Phase-In Period falls within the 12-month Base Year or precedes the Base Year’s planned 1 April 2022 start date.
The 30-day transition period will occur in the 30 days leading up to full performance on 1 April 2022.
CLINs Attachment I provides CLINs for Labor, Equipment (Vehicles), and Equipment (Radios). Under what CLINs should offerors capture other non-labor costs such as uniforms, weapons, and gear?
These items should be covered in overhead.
Reference Attachment I Schedule of Prices. Attachment I uses derivatives of 8,736 hours to represent 24 hours per day post coverage. However, 8736 does not account for all hours, as it uses 24 hours per day x 7 days per week x 52 weeks per year, when the number of weeks per year is not exactly 52. Therefore, 8760 is a more exact calculation of annual hours, because it accounts for coverage of 24 hours per day x 365 days per year rather than using 52 weeks per year.
Correct. 8760 is a more correct calculation. Hours provided are to provide a general guideline to show government initial estimated requirments. Hours will be adjusted via amendment to reflect 8760, but those remain estimates. Government intent remains that positions be year round as indicated in Technical Exhibit 3, and Attachment 2 Schedule of Prices.v2 where indicated.
The RFP states, “An advisory down-select process will be utilized to evaluate proposals.”
Please explain what an Advisory Down Select process is.
Explanation provided during Pre-Proposal conference. In short, the government will review PH I proposals, and provide a recommendation to the vendor on a government assessent, based solely on PH I proposals, as to the competitiveness of a vendors proposal. This is to provide vendors with a descision point on weather the vendor will continue to PH II or not. This decision to continue is 100% the vendor's, and government recommendation is NOT a determination of a competivie range.
Recommendations made to aid SB time management, expectations, and proposal costs.
The RFP states: “The Government will assess its level of confidence using the following ratings. A confidence rating will be assigned to each non-price evaluation factor.”
Which confidence rating must the offer receive for the Technical Approach evaluation to be down selected in Phase I?
There is no minimum confidence rating to obtain in order to advance. Recommendation is only a governement recommendation based soley what was provided in PH I. Decision to advance remains 100% with the vendor regardless of government recommendation.
Past Performance requirements How many past performance references are allowed or required per offeror?
No limit established. See requirements for submission in ADDENDUM to 52.212-1--Instructions to Offerors-Commercial Items (MAR 2020), specifically section for Past Performance paragraph c, under PH II.
The PWS states, “Contractor shall provide security guards with at least one (1) less-lethal weapons option while on duty. Less-lethal weapon options under this contract are Oleoresin Capsicum (OC) spray and/or expandable Baton. However, Technical Exhibit 5 states both OC Spray and Baton and Holder are required per person.”
Please confirm if one or both less-lethal (less than lethal) items are required for each security officer.
Government confirms the PWS, and the use of one or less than lethal weapon option.
The RFP states, “Past performance may consist of determining the contractors past performance by obtaining a current CPARS report, as well as reviewing supplemental information provided by the contractor in the form of past performance questionnaires in the past 5 years.”
Since questionnaires were not provided with the solicitation, please confirm past performance questionnaires are not required if CPARS are available for the referenced past performance contracts.
Past Performance Questionnaire will be provided via this amendment.
Past Performance section states, “Ability to manage contract award amount threshold.”
Please provide the contract award amount threshold in order to ensure offerors understand what value we will be evaluated against.
Vendors are encouraged to provide past performance that equates to the magnitude of the proposed contract.
In reference to RFP Technical Approach instructions: “(1) quality assurance plan…” Please provide the evaluation criteria for the required quality assurance plan.
Quality Assurance is a government requirement. This has been amended to Quality Control, which is a vendor requirement.
This comes organically from the vendor and should display a vendor's plan/ability to control quality on the proposed service.
It appears the Government has calculated 8,736 hours for each 24/7 position.
For years where there are 365 days, would the Government consider revising the hours for one 24/7 position to 8,760 (365 days times 24 hours per day)? For years where there are 366 days, would the Government consider revising the hours for one 24/7 position to 8,784 (366 days times 24 hours per day)?
While wage determinations for each location were provided as Attachment III, we did not see any CBAs included. It is our understanding there are CBAs on the existing contract.
Please provide a copy of all existing CBAs for this contract.
There are no CBA's on this contract, only Wage Determinations (WDs). Those are included in the solicitation and are available on sam.gov by searching the WDOL rate for each location.
Will the government provide the estimated time between submission of Phase I proposals, and notification to proceed with Phase II?
Guidance clarified in RFP via amendment 0001.
“b. Administrative Information: The Offeror shall submit the following documents with its proposal…” Should the Administrative Information be provided with the Phase 1 or Phase 2 submission, or both?
Administrative Information is required summary information that is required to be submitted for each proposal (PH I & PH II).
Administrative information does not count against your Technical Approach page count, and is a separate set of information.

0048 PWS Page 7/21 Are Alarm Monitors required to be armed/uniformed? Yes
PWS Page 7/21 Are the Site Leads a non-assigned overhead position? Site leads are determined by the vendor and will be delineated by the vendor in their technical and management approaches, but will not hold a priced line item on the contract.
PWS Page 7/21 Site Leads are required to be scheduled into the regular shift rotation. Can the USCG provide an approved example of a rotating shift schedule for Site Leads?
Schedule is up to the vendor in their proposal. Government provided a performance standard on which the vendor is to propose on how they plan to attain or exceed that stated standard.
PWS Page 8/21 Can USCG provide historical data (Prior 3 years) of all surge staffing hours? No. Estimated hours on surge staffing provided in Attachment I -Schedule of Prices. Due to the nature of the requirement for surge staffing, it is impossible to predict/estimate accurately.
PWS Page 17/21 USCG requires all Armed Security Officers to be trained to the State level. As all States vary in training requirements does USCG have a minimum amount of training hours required or minimum expected?
No. See State/Local requirements and conform to standards as needed. Ensure you depict this in your propsoals.
Gen. question Is backfill required for all posts when the officer is on vacation, sick, etc. Yes. Contract is performance based meaning there is an acceptable performance standard. It is the responsibility of the vendor to attain this performance standard and manage their personnel accordingly.
Gen. question What are the historical average mileage requirements for locations requiring contractor vehicles? Unknown. Government does not have that data.
0081 Gen. question Will the government provide an itemized list and required quantity for uniform apparel? See PWS-Section F, and Technical Exhibit 5

Tech. Exhibit 4; Background Investigation Is any employee testing required – background, medicals, drug screens, random drug testing? If yes, what is the requirements and frequency for each?
0090 Gen. question Are cell phones required? Cell phones are not identified in the soliciation.
Attachment 1; schedule of prices and Tech Exhibit 3 For 24 hours a day posts, 7 day a week: A standard year (365 days x 24 hours = 8,760 annual hours. A leap year (366 days x 24 hours = 8,784 annual hours. The Price Schedule annual hours appear to be based on a 364-day year (364 x 24 =8,736). Are the facilities closed and not staffed one day a year?
Attachment 1 schedule of prices and Tech Ex 3 The Posts and Hours on the Schedule of Prices and Tech Exhibit 3 do not match. Will the government please provide updates with matching posts and hours?
Hours are estimates, and are intended to provide a level of magnitude that is currently being fielded. The nature of the IDIQ is to allow flexiblity via Task Order to address that variance. Some items have been updated, but hours depicted in the price list and Technical Exibit 3 shall not be construed as a guarantee or firm requirement.

Multiple awards are authorized under this soliciation. Decision to issue multiple awards will be based on evaluation of the submitted proposals. If an offeror proposes on more than one region and that proposal is determined to offer the best value for those regions, a contract for those regions may be awarded to that offeror.
Pre-Proposal Conference discussion; HSAR Clause 3052.215-70 Key Personnel or Facilities (DEC 2003) During the pre-proposal conference, it was mentioned that vendors should provide the names of their proposed Site Leads in the proposal. There is no requirement for this in the Solicitation instructions.
It is the government’s intent to see names of every Site Lead (Key Personnel) for every proposed location in our proposal (up to 62), or is it acceptable for the vendor to provide names and resumes during transition, prior to contract start?
Every name is not required per location during proposal submission, but site leads will be a tracked entity through contract administration and government quality assurance.
PWS, Section G.
There is no requirement in the solicitation instructions to provide a training plan, but the PWS states, “The training plan outlining how all training requirement shall be met should be provided by the contractor with proposal."

As stated in the pre-proposal conference, it is incumbant upon the vendor to outline how they plan to meet the government's stated requirements as this is a performance based contact.
How many locations will be required to provide services to? Technical Exhibit 3 indicates the current installations and potential future requirements and potential future locations where service is provided. Locations will vary based on the year of the IDIQ, and availability of funds along with command decisions.
Prices must be submitted as outlined in Attachment 1 - Schedule of Prices.
Will the support requirement for locations be addressed in subsequent task orders? Yes
Is there a bonding requirement for all guards? No
There is ambiguity concerning the submission dates between the original notice and the updated notice. What is the final date and time for this submission?
The original notice was the pre-solicitation notice, which included a response date of 15 AUG 21. The solicitation posted on 2 JUL 21 included information on Phase I, due 22 JUL 21, the administrative down-select process, and submission of Phase II proposals which will occur subsequently, approximately mid-August. Guidance is updated in this amendment 0001.

RATING DESCRIPTION
Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Unsatisfactory

IV. EVALUATION: Rate the contractor in each of the following Evaluation Areas.
A. Quality of Product or Service. Assess the contractor’s conformance to contract requirements, specifications and standards of good workmanship (e.g., specified technical, professional, environmental, or safety and health standards). List and assess any sub-elements to indicate different efforts where appropriate. For example: Are reports/data accurate? Does the service provided meet the specifications of the contract? Does the contractor’s work measure up to commonly accepted technical or professional standards? Assess the degree of direction given by your organization to solve problems that arise during performance.

Comment(s):
B. Schedule. Assess the timeliness of the contractor against the completion of the contract, task orders, milestones, delivery schedules, and administrative requirements (e.g., efforts that contribute to or effect the schedule variance). This assessment of the contractor’s adherence to the required delivery schedule should include the contractor’s efforts during the assessment period that contributes to or effect the schedule variance. This element applies to contract closeout activities as well as contract performance.
Instances of adverse actions such as the assessment of liquidated damages, or issuance of Cure Notices, Show Cause Notices, and Delinquency Notices are indicators of problems which may have resulted in variance to the contract schedule and should therefore be noted in the evaluation.
Schedule
RFP 70Z023 21 R PGC00100-ATCH_IV Page 4 of 5
C. Cost Control. Assess the contractor’s effectiveness in forecasting, managing, and controlling contract cost. For example, does the contractor keep within the total estimated cost (what is the relationship of the negotiated costs and budgeted costs to actuals)? Did the contractor do anything innovative that resulted in cost savings? Were billings current, accurate and complete? Are the contractor’s budgetary internal controls adequate?
Cost Control
D. Business Relations. Assess the integration and coordination of all activity needed to execute the contract, specifically the timeliness, completeness and quality of problem identification, corrective action plans, proposal submittals, the contractor’s history of reasonable and cooperative behavior (to include timely identification and resolution of issues in controversy), and customer satisfaction. Is the contractor oriented toward the customer? Is interaction between the contractor and your organization satisfactory, or does it need improvement? Also, in making the assessment, include the adequacy of the contractor’s accounting, billing, and estimating systems; and the contractor’s management of, if a substantial amount of property has been provided to the contractor under the contract.
Business Relations

For example, how well did the contractor match the qualifications of the key position, as described in the contract, with the person who filled the key position? Did the contractor support key personnel so they were able to work effectively? If a key person did not perform well, what action was taken by the contractor to correct this? If a replacement of a key person was necessary, did the replacement meet or exceed the qualifications of the position as described in the contract schedule?
