Ex-USCGC MATINICUS Scrapping

Questions & Answers

1. Are there any hazardous materials remaining on the vessel?

Answer: There are no PCBs, lead paint or asbestos on this vessel.

2. We understand the major equipment has been removed. Please give us a list of equipment that has been removed from the vessel.

Answer: major equipment removed include main engines, reduction gears, shafts, propellers, generators.

3. Please list liquid levels for all tanks.

Answer: all tanks have been pumped down and washed out. Only residual liquids remain in the tanks. Also there's bilge water in the engine room and steering space that contain residual oil from machinery.

4. Please list any weapons systems or electronic equipment that will need to be destroyed in accordance with paragraph 3.5, Demilitarization?

Answer: There are no weapons systems remaining onboard but the steel gun mount is in place and it will need to be scrapped (no special handling).

There are very little electronics items remaining on board. Only wiring, switches, panels and junction boxes. Topsides there's a radar-array and satellite TV dome.

5. In paragraph 3.6.1, Recycling, how will the contract amount be amended if the actual receipts for the scrap are over or under the amount quoted on the Attachment 2, Pricing Worksheet.

Answer: If the receipts for the scrap are over the amount quoted the contractor will invoice for the amount of the scrapping minus the total receipts for the recycled material and be paid the net amount. If the receipts for the scrap are under the amount quoted the Government will add funding to the purchase order to cover the difference. The contractor will still invoice for the amount of scrapping minus the total receipts for the recycled material.

6. What is the Period of Performance (POP)?

Answer: 90 days after the POP starts is our target for complete demilitarization.

Leaving the vessel in the water for a longer period is not desired due to increased flooding risk. The scrapping and recycling portion of the work shall be completed by 30 June 2018 at the latest. No extension to the POP will be given.

7. Will an oil boom be a requirement while the vessel is in a wet berth?

Answer: This contract does not require booming beyond requirement of federal, state and local law.

8. Is the vessel currently in or out of the water?

Answer: The vessel is out of the water.

9. It states that the shafts are out of the vessel, are they blocked so the vessel will float?

Answer: The stern tubes are blocked off.

10. Are there currently rudders still on the vessel?

Answer: The rudders are still installed in the vessel.
