About this file
This document contains questions and answers related to a FEMA Region VI solicitation (70FBR625Q00000024) for IT Lifecycle Equipment Refresh. The solicitation is a small business set-aside for Dell Pro 16 (PB16250) laptops, restricted to U.S.-based Dell small business authorized resellers and distributors. Key details include a requirement for three laptops, with ProSupport Plus warranty options specified in detail, and a quote submission deadline of 12:00 PM CST on June 19, 2025.
The Q&A document addresses several vendor inquiries, including clarifications on laptop specifications (transitioning from Dell Latitude 5550 to Dell Pro 16), confirmation of U.S.-only participation, warranty options, and specific configuration requirements. Notable points include FEMA's explicit statement that the solicitation is solely for Dell solutions, no software is required, and Canadian firms are ineligible to compete. The procurement will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis under NAICS code 541519 with a small business size standard of $34 million.

1. Question: We are currently in the process of configuring the specifications for the Latitude 5550 laptops. During this process, we have noticed a slight discrepancy between the originally requested hardware and the currently available options. Specifically, regarding the memory, the request was for 32 GB: 1x32 GB, DDR5, 5600 MT/s (5200 MT/s with 13th Gen Intel Core processors). The hardware that is readily available is 32 GB: 1 x 32 GB, DDR5, 5600 MT/s (5200 MT/s with 13th Gen Intel® Core™ processors). Could you please confirm if this slight difference in the description of the available memory is acceptable for your needs?
