TECHNICAL EVALUATION FACTORS AND CRITERION
FEMA intends to issue the Firm Fixed Price to the contractor offering the best value to the Government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Management Plan;
2. Qualification of Proposed Key Personnel;
3. Past Performance;
4. Price
Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors (Lowest Price Technically Acceptable – LPTA).
All non-cost evaluation factors, when combined, are equal to price.
The technical evaluation criterion for this requirement is Management Plan, Qualification of Proposed Key Personnel, and Past Performance.
Price reasonableness evaluation and determination will be performed by the Contracting Officer.
The technical evaluation rating criteria are as follows:
1. Management Plan
a. Does the management plan demonstrate the offeror’s ability to direct and control the operation of this requirement both programmatically and on a daily basis in an efficient and cost effective manner?
b. Does the management plan address how the offeror will manage risks?
c. Does the management plan address how the work orders will be managed to ensure they are efficiently processed in a timely manner?
d. Does the management plan address methodology of how employees can be readily identified if questioned by FEMA personnel.
2. Qualification of Proposed Key Personnel
a. Does the key personnel proposal include certified/licensed personnel who will be performing the required maintenance?
b. Does the key personnel proposal describe who will be in a position of authority over, or could impact, the technical and management entities?
c. Does the key personnel proposal include documentation of personnel experience and certficiation/license?
d. Does the key personnel proposal include job classification who will be accomplishing the work under Department of Labor’s Wage Determination?
Rating System for Technical Evaluation Factors:
Technical Ratings Rating Definition
Acceptable The proposal meets all minimum requirements and demonstrates an acceptable understanding of the goals and objectives of the acquisition. The Government has a reasonable expectation that the Offeror can/will successfully perform.
Unacceptable The proposal fails to meet all minimum requirements which does not demonstrate an understanding of the goals and objectives of the acquisition.
The Government has deemed the risk for potential unsuccessful performance has increased to the point that it is deemed to not be the best interest of the Government to further consider the Offeror.
3. Past Performance
The Government will assess the Offeror’s capability to perform delivery orders under the solicitation by evaluating the Offeror’s past performance on previous contracts similar in size, scope and complexity to the requirements of this solicitation. Only past performance data on efforts of this type, completed within the last three years, or work that is ongoing, will be evaluated.
The Government may also use past performance information obtained from sources other than those identified by the offeror. Information may be obtained from the Past Performance Information Retrieval System (PPIRS) (http//www.ppirs.gov).
The government is not bound by the offeror’s opinion of relevance. The following definitions apply:
• Very Relevant: Past/present performance effort involved essentially the same magnitude of effort, complexities, and contract dollars this task order proposal requires.
• Relevant: Past/present performance effort involved much of the magnitude of effort, complexities, and contract dollars this proposal requires.
Rating System for Past Performance Evaluation Factor:
Past Performance Ratings Rating Definition Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Unacceptable Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will successfully perform the required effort.
Neutral An offeror without relevant past performance, or for whom information on past performance is not available, will be given a neutral rating.
