Housing Quality Standards (HQS) –

Housing Quality Standards?

The goal of the Housing Quality Inspection is to provide “decent, safe and sanitary” housing to families displaced by Hurricane Irma/Maria throughout the USVI. Housing

Quality Standards help HUD and local Public Housing Authorities accomplish that goal by defining “standard housing” and establishing the minimum quality criteria necessary for the health and safety of program participants. All housing units must meet these housing quality standards in order to participate in the Direct Lease program.

The key aspects of housing quality covered by performance requirements and acceptability criteria in the HQS Program under HUD

The key aspects of housing quality covered by the HQS include but not limited to:

Sanitary facilities;

Space and security;

Illumination and electricity;

Structure and materials;

Interior air quality;

Water supply;

Lead-based paint;

Access;

Site and neighborhood;

Sanitary condition; and

Smoke Detectors.

HQS inspectors are required to be certified by HUD to conduct inspections within the USVI Territory. Contractor shall furnish a full HUD inspection via form HUD-52580-A.

HQS inspections will be requested on an as needed basis to provide HQS inspections under the Direct Lease Authority to determine lease properties are decent, safe and sanitary and habitable.
