1. What is the estimated volume of HQS inspections to be ordered per month? There is no monthly estimate. The inspections are based up on the number of homes being considered for FEMA’s

Direct Leasing Program and may fluctuate daily based on availability.

2. Is there a minimum amount that FEMA can order within a designated time period (i.e 1 month)?

No. The inspections will be requested on an “as needed” basis.

3. Is there a maximum amount that FEMA can order within a designated time period (i.e 1 month)?

No. The inspections will be requested on an “as needed” basis, total costs shall not exceed

$100,000.00.

4. By what means would FEMA want the final HUD-52580-A to be submitted (i.e e-mail, fax etc.)?

The final form should be submitted to the FEMA Contracting Officer and Contracting Officer’s

Representative via email.

5. Will the final HUD-52580-A need to be submitted to HUD as well, or only directly to FEMA? Only sent to FEMA.

6. Is 90 the maximum amount of orders that can be issued per year, or does FEMA have the option of ordering more work as needed? 90 is the current estimate based on FEMA Direct Leasing

Program assessment. This may increase or decrease.

7. How will completed work be invoiced under these blanket purchase agreements? Upon completion of the BPA Call Order.

8. How will payment for completed work be received under these blanket purchase agreements?

Payment will be issued via Electronic Funds Transfer (EFT).

9. Upon issuance of work under a blanket purchase agreement, how much time will the contractor have to complete said assignment (i.e will there be a firm Period of Performance for each purchase agreement)? Final inspections (and submission of HUD-52580-A form) shall be completed within 96 hours’ request from the Property Manager, inclusive of weekends.
