Questions:
1. The Contractor found no quantity of Nutrient Credits required. Please give the number of credits required if needed for this project.
MWEN Response: It has been determined no Nutrient Credits will need to be purchased for this project. See Note IV. Water Quality on Sheet CIV802 – The project has a surplus total phosphorus load reduction of 0.08lb/yr, which requires no additional nutrient to be purchased at this time.
2. Is the Proposal being evaluated using CLIN 0001 Base Bid only or will it be the sum of all CLIN’s.
MWEN Response: Per Section M.1 “Evaluation Process” of the Solicitation:
“The Government will make an award to one responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in a completed Optional Form 336 (for all CLINs) and a CSI MasterFormat construction division breakdown of offeror’s firm-fixed-price bid.”
3. Due to the Bat restriction, no clearing is allowed between the months of 4/1 and 11/15. Will the project schedule be adjusted to account for the delay in clearing?
MWEN Response: Correct, no tree clearing be conducted between 04/01 to 11/14.
The NTP will be issued 11/01/24 to give time for access administration & approval, mobilization, site prep, submittal review and allow for optimal turf establishment in the Spring at the end of the Period of Performance. Tree clearing can begin 11/15/24.
4. The Table in Specification Section 012200 lists the Base Bid quantities for Unsatisfactory Soil and Mass Rock. Are these quantities to be used or follow the quantities listed on Form 336?
MWEN Response: The Base Bid quantities shall be 400 CY for Unsatisfactory Soil and 200 CY for Mass Rock Excavation as stated both under Section 012200 and on Form 336.
FAR 52.211-18 Variation in Estimated Quantity. | Acquisition.GOV shall govern if there is a difference in quantity.
5. Please provide a list of submittals that will require the 21 day review time based on Sequential Review requirements.

MWEN Response: No sequential reviews are expected for this project as identified in Spec Section 013300 Part 1.6.D.4. The COR expects to turn around submittals in 15 days as per Part 1.6.D.1.
6. In Specification Section 013100 Delegated-Design Service requirements. Please list all activities that will require Delegated-Design.
MWEN Response: None of the specifications section call for a delegated design under Action Submittals. Product Data, Shop Drawing, and Closeout Submittals will be expected as identified under each individual section.
7. In E&S Phase 1A the Storm Drain is connected to the existing storm drain at Rte 601.
As this is inside of the VDOT ROW a VDOT Permit is required. This permit can take anywhere from 30 to 60 days. Will the project schedule be adjusted to account for this delay?
MWEN Response: If the permit processing time exceeds VDOT SOP (>30days) then the COR may advise the Contracting Officer for a no-cost time extension.
8. On Sheet CIV002 General Note 6 states “Controlled Fill shall be compacted to 95% of theoretical maximum density as determined by ATM D-698 Standard Proctor Method.” General Note 7 states “All fill soils under areas to receive geogrid shall be compacted to 95% of theoretical maximum density as determined by ASTM Specification D-698 Standard Proctor method. The top 12” shall be compacted to at least 100%”. Not sure what is desired by these notes as it applies to Detail 3/CIV200 as well as information in Question 9. Please state requirement.
MWEN Response: Per Specification Section 312000 Part 3.16.C.1:
“Under proposed reinforced turf and pavements, scarify and compact each layer of backfill or fill soil material at 95 percent. The top 12 inches shall be compacted to at least 100 percent.”
The 95% compaction density requirement applies only to fill areas greater than 12”.
The top 12” of fill (4” of sub-base + 8” of engineered base) shall be compacted to 100% as determined by the Standard Proctor.
9. If Engineered Fill compacted to 95% or 100% the void-space percentage of 30% or greater as required by Geoblock Execution Notes C.5.a on CIV200 will not be provided. Which should be provided?
MWEN Response: Read 2.C as steps to prepare the engineered soil mixture. Step C.5.a, requires the aggregate material to be used in the engineered fill (#57 Stone per Detail 3, CIV200) to be free from fines and have a compacted void space of 30% (prior to blending in topsoil in step C.5.d). Compact this blended mixture to 100% of the Standard Proctor for this engineered soil mix as stated in step C.5.e.
10. Please acknowledge that the Berm size (smaller or larger) is dependent upon the amount of soil available on site and will not require any additional fill.
MWEN Response: The berm size shall be graded as per CIV150. Berm size is not dependent on available material. If fill material is needed to construct the berm to proper size, the COR will provide access to a soil stockpile on-site at Mount Weather (<1mile haul distance). Material excavated to install the stormwater system can be used to construct the berm.

DESCRIPTION/SPECIFICATION/STATEMENT OF WORK
PART 1 - GENERAL
1.1 PROJECT IDENTIFICATION
A. Project Name and Identification: The title of the project is Turf Reinforcement and is located at the Department of Homeland Security (DHS), Federal Emergency Management Agency
(FEMA), Mount Weather Emergency Operations Center (MWEOC), 19844 Blue Ridge
Mountain Road, Mt. Weather, Virginia, 20135-2006. The project shall be accomplished in accordance with the following information and the attached drawings.
B. Project Description:
1. General
This construction project converts the area shown on the attached Issue for Construction
(IFC) documents dated 06/28/2024 from a grass field and wooded area near the Helipad, referred to as M4 Helipad, to a permeable parking area with engineered soils and turf.
The reinforced parking area shall include traffic lanes, a shuttle bus stop, removable bollards, and shall maximize the number of parking spaces within the confines of project limits.
2. Civil Construction
The work shall consist of clearing and grubbing, topsoil stripping, preparing the sub-grade to receive the geo-grid, engineered base material, topsoil and turf establishment.
The finished surface shall support vehicles including shuttle buses, ambulances, and fire trucks, up to 81,000 lbs. A 25-ft wide clear area directly adjacent to the west fence line shall be maintained for maintenance and security patrol during construction. Excess soils from site excavation shall be used to create planted berms along the new gravel road adjacent to west fence line. (Note: additional spoil’s material from other site project may be used in the creation of berms as required and availability allows).
3. Erosion & Sediment Control (E&S)
All work shall remain in compliance with the Virginia (VA) Department of
Environmental Quality (DEQ) permit. All Erosion and Sediment (E&S) controls shall be established in accordance with the phasing plan in the IFC drawing. Contractor shall be the responsible land disturber of record and comply with all local, state, and federal land disturbance regulations. Contractor shall purchase nutrient credits from an established nutrient bank on behalf of MWEOC. The permit and nutrient credit quantity are expected Summer 2024 and will be provided in an upcoming administrative amendment to the solicitation.
4. Stormwater Management
New stormwater management features will include a grass ditch, reinforced concrete piping, manhole structures, and a StormTech underground storage facility with inlet and outlet control structures.

The new reinforced parking area shall receive a hardy grass planting in amended topsoil as required by the specification sections 312020, 329113, 329200 and contract documents. New berms shall be amended with fortified topsoil and planted with hardy native (to Bluemont, VA area) drought tolerant grasses, trees and shrubs as per specification 329300 and contract documents.
6. Utilities
Existing waterlines that cross the site shall be protected during the duration of the project.
Adjustment to handholes, shutoffs or other apparatus shall be performed in accordance the IFC drawing.
7. Electrical
Existing underground electrical lines that cross the site shall be protected during the duration of the project. Adjustment to handholes, vaults or other apparatus shall be performed in accordance the IFC drawing.
8. Telecommunications
Existing underground telecommunication lines cross the site shall be protected during the duration of the project. Adjustment to handholes, vaults or other apparatus shall be performed in accordance the IFC drawing.
9. Technical Security
Existing security CCTV equipment shall be protected against damage during the project duration.
C. LEED Project: This is not designed as a U.S. Green Building Council (USGBC) Leadership in
Energy and Environmental Design (LEED) Project.
D. Project Type: This project is an UNCLASSIFIED firm-fixed-price contract or task order in which the Contractor has responsibility for performing the identified work in compliance with various prescriptive and performance specification contained in this document.
E. Period of Performance: This construction project is to be completed within 180 calendar days of the Notice to Proceed (NTP).
F. Unit Costs.
CLIN 1 Base Bid Provide all requirements as stated.
CLIN 1a Unsatisfactory Soils CLIN 0001 Base Bids includes the removal and replacement of 400 cubic yards (CY) of soil. THE COST TO REMOVE
AND REPLACE UP TO 400 CY OF UNSATISFACTORY
SOILS SHALL BE INCLUDED IN THE BASE BID. For
CLIN 1a, provide the unit cost for up to 400 cubic yards in excess of the base bid. Definition of Unsatisfactory Soils found in Specification section 012200.
CLIN 1b Rock Excavation CLIN 0001 Base Bid includes 200 cubic yards (CY) of rock to be excavated on-site. THE COST TO EXAVATE UP TO
200 CY OF ROCK SHALL BE INCLUDED IN THE BASE
BID. Provide the unit cost for up to 200 cubic yards in

Naturally Occurring Asbestos (NOA).
CLIN 2 Naturally Occurring Provide a lump sum for the development and setup of the
Asbestos (NOA) NOA Compliance Plan. Excavation of NOA
Compliance Plan shall be covered as part of CLIN 1b Rock
Excavation. NOA Compliance Plan is one lump sum to include but is not limited to the NOA Compliance Plan De-velopment, submission, approval, training, signage, etc.
THE NOA COMPLIANCE PLAN SHALL NOT BE
INCLUDED IN THE BASE BID. A separate modification to the contract shall be required.
CLIN 3 Naturally Occurring Provide a cost per day for up to 5 days to execute a NOA
Asbestos (NOA) Compliance Plan implementation. The fee will cover such
Daily Program items, including but not limited to, Industrial Hygienist over sight, personal protective equipment, air sampling equipment, media, analysis, reporting equipment, air sampling equipment, media, analysis, reporting, etc. These daily operational costs associated with the NOA Compliance
Plan are to be covered under this unit cost. CLIN 3 NOA
DAILY SHALL NOT BE INCLUDED IN THE BASE BID.
A separate modification to the contract shall be required.
G. Liquidated Damages: Liquidated Damages (LD) are set at $1,916.60 per day based on the
Government’s cost incurred for delay of project delivery. LD fees include billable rates for the
Contracting Officer (CO), the Contracting Officer Representative (COR), and the Engineering
Tech (EN Tech) minimum work effort required to bring this project into completion.
H. Maintenance. The contractor shall be required to establish turf in accordance with specification section 329200 Turf and Grasses including, but not be limited to, soil amendments, fertilizer, and replanting. The Contractor shall provide the recommended maintenance procedures per the specification for the turf until Substantial Completion and Government acceptance. The procedure shall include but not limited to grass plant height, cutting frequency, lawn equipment, water, fertilizer, and pesticides required to maintain the turf in satisfactory condition.
1.2 WORK SEQUENCE
A. General: The Contractor’s construction sequence and schedule shall not restrict the movement of people, equipment, and or supplies on the MWEOC.
B. Work Suspension: Under certain circumstances, the Government may find it necessary to halt construction operations and have the Contractor’s personnel vacate the construction site and the
MWEOC facilities for brief periods of time with little advance notice. Only the CO can issue a suspension of work notice.

1.3 WORK UNDER OTHER CONTRACTS
A. Additional work may be conducted by other government or contractor personnel at the same site. Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering or delaying the work under this award. Coordinate the requirements of this project with the work performed under other separate contracts.
B. Future Work: Separate contract work may be awarded or may be performed in-house for surveying, testing and other engineering related design efforts for the proposed building sites.
The Contractor shall coordinate with the prospective Contractor/Government personnel on any other work.
1.4 MISCELLANEOUS PROVISIONS
A. Utilities: The existing utilities are operated and maintained by the MWEOC, and interruptions are subject to MWEOC approval. To the maximum extent possible, plan, construct, and test new sections of the utility systems before an interruption of the utility for tie-in and cutover work. Utility interruptions require coordination 7 calendar days in advance of the planned date.
Reference the attached Division 01 Specification, section 011400 Work Restrictions.
B. Temporary Service: Any temporary utility that is not required for proper system operation following construction of the new sections shall be removed.
1.5 USE OF PREMISES
A. General: Buildings 444, 470, the M4 Helipad area, and adjacent buildings and grounds shall remain operational during construction. Use of premises for construction operations, including the use of the project site during the construction period shall be governed by the provisions contained within Division 01 Sections such as Work Restrictions, Temporary Facilities and
Controls, and by limits of construction as indicated on drawings. The Government shall always have access to all portions of the project site for security and inspection purposes.
B. Staging Area: A portion of the parking area across from Building 444 can be used for staging.
Asphalt damage due to construction operations shall be repaired and the lot is to be cleaned of any debris and dirt on a periodic basis and as requested by the COR.
1. Due to the proximity to the airfield, all material staged shall be protected from becoming airborne due to winds or air operations.
2. Should damage or demolition of the existing pavement be required/occur the contractor shall temporarily repair the affected area with an asphalt cold patch within 10 days. A permanent repair approved by the COR shall be implemented prior to project completions.
C. Office Trailer: MWEOC does not anticipate the need for an onsite job trailer. If an office trailer is required, the placement shall be coordinated with the COR.
D. Use of Site: Limit the use of premises to the work in areas indicated. Do not disturb portions of the MWEOC beyond the Limits of Construction.

E. Roadways, Driveways and Entrances: Keep roadways, driveways, and entrances surrounding the project site clear and available to Government and emergency vehicles at all times. Do not use these areas for parking, storage of materials or off-loading of materials.
1. Schedule deliveries to minimize use of driveways and entrances.
2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3. A construction entrance is required to maintain MWEOC roadways free and clear of dirt and mud from the project site. Should the construction entrance not provide adequate results as deemed by the COR, additional measures shall be provided by the Contractor at no additional cost to the Government.
4. All existing site roadways shall be always maintained with 2-way traffic during the construction.
F. Due to the project proximity to the M4 Helipad, the contractor shall ensure their work efforts do not impede normal flight operations. MWEOC flight operations will typically provide notice to the COR 24 hours prior to any planned exercise with each exercise lasting 2 to 3 hours on average once a month. While the Government will make every effort to give advance notice, the
Contractor should expect the possibility of no-notice air traffic interruptions. The contractor shall provide the following safety work effort related to air operations:
1. Foreign Object Debris (FOD) walk is the removal of all loose trash and securing of materials that might become airborne during takeoff and landing of aircraft. The contractor shall perform a FOD Walk at the end of each day.
2. Additionally, the contractor will perform a FOD walk of their site 1 hour prior to any planned exercise.
3. The contractor shall provide dust abatement of the site no more than 1 hour prior to any planned exercise.
G. Construction Planning: Within 10 days after NTP, the Contractor shall provide a schedule with milestones to the CO and COR including but not limited to:
• Mobilization.
• Installation of sediment and erosion control measures, and stormwater management devices.
• Grading, berm construction complete.
• Engineered parking area complete.
• Turf establishment complete.
• Turf Maintenance Period
• As-Built Drawings (in AutoCAD/Civil-3D), project closeout.
During the construction period the contractor shall:
1. Maintain access to existing walkways, parking areas and other adjacent occupied or used facilities. Do not close or obstruct walkways, parking lots or other occupied or used facilities without written permission from the COR and authorities having jurisdiction.
2. Submit for approval a request for utility outage to the COR 7 working days in advance of the outage. Activities that may disrupt Government operations shall require written coordination with and approval by the COR.
3. Submit an excavation plan for utilities to be located and approved by MWEOC personnel. All utility markings shall be maintained by the Contractor for the duration of the project.

SECURITY LANGUAGE
All personnel require access to unclassified information only. Contractor must ensure contractor em-ployees receive a favorably background investigation prior to entry on duty (EOD). All individuals will be U.S. citizens. The contractor shall follow the standards established within DHS and FEMA policy.
Background Investigations:
All contractor personnel who require access to DHS or FEMA information systems, routine access to
DHS or FEMA facilities, or access to sensitive information, including but not limited to Personally
Identifiable Information (PII), shall be subject to a full background investigation commensurate with the level of the risk associated with the job function or work being performed. FEMA’s Personnel Se-curity Division (PSD) will determine the risk designation for each contractor position by comparing the functions and duties of the position against those of a same or similar federal position, applying the same standard for evaluating the associated potential for impact on the integrity and efficiency of federal service.
Low Risk without Information System Access:
Contractor personnel occupying positions or performing functions with a Low Risk designation and who do not require access to DHS or FEMA information systems may undergo a Tier 1 investigation with a credit check and must receive a favorable adjudication thereof from FEMA PSD prior to per-forming work under this contract. (also reference Facility Access).
Low Risk with Information System Access:

High Risk:
Contractor personnel occupying positions or performing functions with a High Risk designation shall undergo a Tier 4 Suitability Background Investigation (T4) and must receive a favorable adjudication thereof from FEMA PSD prior to performing work under this contract.
Background Investigation Process:
To initiate the request to process contractor personnel, the Contractor shall provide the FEMA Con-tracting Officer’s Representative (COR) with all required information and comply with all necessary instructions to complete Section II of the FEMA Form 121-3-1-6, “Contract Fitness/Security Screen-ing Request.” The FEMA COR shall ensure that all other applicable sections of the FEMA Form 121-
3-1-6 are complete prior to submitting the form to FEMA PSD for processing. The Contractor shall also provide the FEMA COR with completed OF 306, “Declaration for Federal Employment,” forms for all contractor personnel.
Contractor personnel who already have a favorably adjudicated background investigation, may be eligible to perform work under this contract without further processing by FEMA PSD if:
▪ the investigation was completed within the last five years,
▪ it meets or exceeds the minimum requirement for the position they will occupy or functions they will perform on this contract,
▪ the contractor personnel have not had a break in employment since the prior favorable adjudica-tion, and,
▪ FEMA PSD has verified the investigation and confirmed that no new derogatory information has been disclosed which may require a reinvestigation.
FEMA PSD will notify the COR of the names of the contractor personnel eligible to work based on prior, favorable adjudication. The COR will, in turn, notify the Contractor of the names of the favora-bly adjudicated contractor personnel, at which time the favorably adjudicated contractor personnel will be eligible to begin work under this contract.
For those contractor personnel who do not have an acceptable, prior, favorable adjudication or who otherwise require reinvestigation, FEMA PSD will issue an electronic notification via email directly to the contractor applicant/personnel that contains the following documents, which are incorporated into this contract by reference, along with a link to the National Background Investigation Services
(NBIS) e-Application (eAPP) online system and instructions for submitting the necessary information:
▪ Standard Form 85P, “Questionnaire for Public Trust Positions”
▪ Optional Form 306, “Declaration for Federal Employment”

FEMA PSD will only accept complete packages consisting of all of the above document and Standard
Form 85P, which must be completed electronically through the National Background Investigation
Services (NBIS) e-Application (eAPP) online system. The Contractor is responsible for ensuring that all contractor personnel timely and properly submit all required background information.
Once contractor personnel have properly submitted the complete package of all required back-ground information, FEMA’s Personnel Security Division, at its sole discretion, may grant contractor personnel temporary eligibility to perform work under this contract prior to completion of the full background investigation if the Personnel Security Division’s initial review of the contractor person-nel’s background information reveals no issues of concern. In such cases, FEMA’s Personnel Secu-rity Division will provide notice of such temporary eligibility to the COR who will then notify the Prime
Contractor, at which time the identified contractor personnel will be temporarily eligible to begin work under this contract. Neither the Prime Contractor nor the contractor personnel has any right to such a grant of temporary eligibility. The grant of such temporary eligibility shall not be considered as as-surance that the contactor personnel will remain eligible to perform work under this contract upon completion of and final adjudication of the full background investigation.
Upon favorable adjudication of the full background investigation, FEMA’s Personnel Security Division will update the contractor personnel’s security file and take no further action. In any instance where the final adjudication results in an unfavorable determination FEMA’s Personnel Security Division will notify the contractor personnel directly, in writing, of the decision and will provide the COR with the name(s) of the contractor personnel whose adjudication was unfavorable. The COR will then forward that information to the Contractor. Contractor personnel who receive an unfavorable adjudication shall be ineligible to perform work under this contract. Unfavorable adjudications are final and not subject to review or appeal.
Continued Eligibility and Reinvestigation:
Eligibility determinations based on a Low Risk T1, Moderate Risk T2S or High Risk T4 are valid for five years from the date that the investigation was completed and closed. Contractor personnel re-quired to undergo a background investigation to perform work under this contract shall be ineligible to perform work under this contract upon the expiration the background investigation unless and un-til the contractor personnel have undergone a reinvestigation and FEMA’s Personnel Security Divi-sion has renewed their eligibility to perform work under this contract.

Exclusion by Contracting Officer:
The Contracting Officer, independent of FEMA’s Personnel Security Division, may direct the Contrac-tor be excluded from working on this contract. Any contractor found or deemed to be unfit or whose continued employment on the contract is deemed contrary to the public interest or inconsistent with the best interest of the agency may be removed.
OPSEC Training:
Contractors and Subcontractors who are working on this contract shall receive the OPSEC Awareness
Brief.

All cleared contractor per-sonnel are required to recertify Insider Threat training annually thereafter. New employees entering the contract must receive the briefing within ten (10) business days of joining the contract.
Facility Access:
The Contractor shall comply with FEMA Directive 121-1 “FEMA Personal Identity Verification Guid-ance,” FEMA Directive 121-3 “Facility Access,” and FEMA Manual 121-3-1 “FEMA Credentialing Ac-cess Manual,” to arrange for contractor personnel’s access to FEMA facilities, which includes, but is not limited to, arrangements to obtain any necessary identity badges for contractor personnel.
Contractor personnel working within any FEMA facility who do not require access to DHS or FEMA IT systems and do not qualify for a PIV Card may be issued a Facility Access Card (FAC).
Contractor personnel shall not receive a FAC until they have submitted a SF 87, “Fingerprint Card,” and an OF306, Declaration for Federal Employment, and receive approval from FEMA PSD. Contractor per-sonnel using a FAC for access to FEMA facilities must be escorted in Critical Infrastructure areas (i.e., server rooms, weapons rooms, mechanical rooms, etc.) at all times.

FEMA may deny facility access to any contractor personnel whom FEMA’s Office of the Chief Security
Officer has determined to be a potential security threat.
Separation of Contract:
The Contractor shall notify the FEMA COR of all terminations/resignations within five calendar days of occurrence. The Contractor must account for all forms of Government-provided identification issued to contractor employees under a contract (i.e., the PIV cards or other similar badges) must return such iden-tification to FEMA as soon as any of the following occurs:
• When no longer needed for contract performance.
• Upon completion of a contractor employee’s employment.
• Upon contract completion or termination.
If an identification card or building pass is not available to be returned, the Contractor shall submit a re-port to the FEMA COR, referencing the pass or card number, name of the individual to whom it was is-sued, and the last known location and disposition of the pass or card.
The Contractor or contractor personnel’s failure to return all DHS- or FEMA-issued identification cards and building passes upon expiration, upon the contractor personnel’s removal from the contract, or upon demand by DHS or FEMA may subject the contractor personnel and the Contractor to civil and criminal liability.

SECURITY LANGUAGE

For Official Use Only (FOUO) Information:
In accordance with DHS Management Directive 11042.1 contractors, consultants and others to whom access is granted will abide by 11042.1; DHS policy regarding the identification and safeguarding of sensitive but unclassified information originated within DHS. It also applies to other sensitive but unclassified information received by DHS from other government and non-governmental activities.
The contractor will:
1) Be aware of and comply with the safeguarding requirements for “For Official Use Only” (FOUO) information as outlined in this directive.
2) Participate in formal classroom or computer-based training sessions presented to communicate the requirements for safeguarding FOUO and other sensitive but unclassified information.
3) Be aware that divulging information without proper authority could result in administrative or disciplinary action. Contractors and Consultants shall execute a DHS Form 11000-6, Sensitive but
Unclassified Information Non-Disclosure Agreement (NDA), as a condition of access to such information. Other individuals not assigned to or contractually obligated to DHS, but to whom access to information will be granted, may be requested to execute an NDA as determined by the applicable

Foreign Travel and Government-Issued Equipment Per DHS and FEMA IT policy, FEMA employees and contractors are not authorized to take government-issued equipment, including cell phones, computers, or tablets such as iPads, outside of the United States regardless of the reason for travel. If government-issued equipment is required for official foreign travel, FEMA government employees may request a temporary loaner device through the Mobility Service
Center. Office of the Chief Information Officer, Service Center for the duration of their trip. FEMA contractors must contact their contracting officer’s representative (COR) for further guidance. If your device is detected as operating outside of the United States and its territories it will be disabled, and your information will be forwarded to the Office of Professional Responsibility for review.
Background Investigations All contractor personnel who require access to DHS or FEMA information systems, routine access to
DHS or FEMA facilities, or access to sensitive information, including but not limited to Personally
Identifiable Information (PII), shall be subject to a full background investigation commensurate with the level of the risk associated with the job function or work being performed. FEMA’s Personnel Security
Division (PSD) will determine the risk designation for each contractor position by comparing the functions and duties of the position against those of a same or similar. Low Risk without Information System Access Contractor personnel occupying positions or performing functions with a Low Risk designation and who do not require access to DHS or FEMA information systems may undergo a Tier 1 investigation with a credit check and must receive a favorable adjudication thereof from FEMA PSD prior to performing work under this contract. Low Risk with Information System Access Contractor personnel occupying positions or performing functions with a Low-Risk designation and who require access to DHS or FEMA information systems shall undergo a Tier 2 Suitability Background
