Statement of Work (SOW)/Performance Specifications
Decal & Transponder Online Procurement System (DTOPS)
1. BACKGROUND:
In 1986 U.S. Customs and Border Protection (CBP) was authorized to collect User Fees for various services (19 CFR 24.22). The Annual User Fee was established to offset inspection costs at border crossings which were previously funded solely by general taxpayer revenue. The DTOPS application website allows users to place orders and pay online for Annual User Fees (transponders and/or decals) and single crossing fees associated with crossing the borders into the United States under the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) (P.L. 99-272).
The DTOPS transponder, also known as a User Fee transponder, is a sticker that contains a Radio-Frequency Identification (RFID) chip. The transponder is attached to the windshield of a commercial vehicle and should remain on the vehicle for the life of the transponder - up to 10 years. When read at a CBP Port of Entry, the RFID chip transmits the discrete identification number assigned to a particular vehicle via the online DTOPS registration process to confirm the user fee payment status. An annual user fee expires on December 31st of its issuance year, but the transponder may be used for multiple years if renewed by paying the annual user fee for each of those years.
The Programs Branch within the Revenue Division, Office of Finance, CBP, administers the DTOPS program on behalf of the CBP Office of Field Operations (OFO), including the fulfillment / issuance of transponders to DTOPS customers and the customer service / helpdesk operations for the DTOPS program.
2. SCOPE:
The scope of this requirement is the acquisition of GEN 2 RFID transponders which will be issued through the DTOPS online user portal. When read at a CBP POE, the transponder number will be communicated to the Automated Commercial Environment (ACE) program application used by CBP primary officers.
It is the intent of CBP’s Office of Finance, Revenue Division, to procure commercially available supplies detailed in Section 5.1 to support this program. An international commercial standard shall be used, specifically ISO-18000-63 version 2 specification, Information Technology - Radio Frequency Identification for Item Management - Part 63, which is compatible with existing CBP RFID hardware, firmware and software.
Over the course of the contract term, CBP requires a Generation 2 transponder procurement requirement of a minimum of 25,000 units. The maximum quantity Generation 2 transponders anticipated during the contract is 300,000.
3. APPLICABLE STANDARD:
ISO-18000-63 version 2 specification, Information Technology – Radio Frequency Identification for Item Management – Part 63.
4. SPECIFICATION FOR GEN 2 RFID TRANSPONDERS:
4.1 Must provide data in real-time to the CBP-developed Automated Commercial
Environment (ACE) application software, accomplished via custom CBP software in the IF61 or IF2+ reader; this software is added to provide dual protocol functionality and interface with ACE.
4.2 Each unit must have a unique 96 bit serial number encoded in the GS1 GDTI-96 format as defined in the GS1 EPC Tag Data Standard version 1.10. The Company Header to be encoded is 0892843002. The document type to be encoded is 7 (b111). All unused memory must be written to zero and EPC Memory must be perma-locked. Memory Bank 3 (User Memory) must NOT be locked. Each unit must have at least 200 bits of free User Memory.
4.3 Each unit must conform to the ISO-18000-63 version 2 specification, Information
Technology -- Radio Frequency Identification for Item Management -- Part 63:
Parameters for Air Interface Communications at 860 MHz to 960 MHz Type C.
4.4 Each unit must operate at 915 MHz range (902-928 MHz) with an average sensitivity of
-10 dB (+/- 2 dB). At each discrete 1MHz frequency (902MHz, 903MHz, 904MHZ, etc, the unit sensitivity must not vary from the average for that unit by more than 1 dB.
4.5 Dimensions: Must cover no more than 8 square inches of windshield area.
4.6 Must have semi-permanent adhesive on one side along with removable backing, ready for proper application onto vehicles front windshield from the inside of the windshield.
If the unit is removed and then reapplied to the same or different surface, the unit shall show evidence of damage and be unable to be read.
4.7 The side of the unit facing outward (glue side) shall display in large block letters CBP
DTOPS in light blue lettering. CBP DTOPS should be overprinted in black with the unique serial number and bar code.
4.8 Units must operate properly with CBP’s installed equipment despite hostile (i.e.
extreme heat, cold) weather conditions encountered at US border locations, as confirmed by CBP.

- Storage Temperatures from -58°F to +203°F
4.9 Must be capable of unlimited reads.
4.10 The embedded antenna within the unit must be polarized Linear, Horizontal.
4.11 Must have service life expectancy of 7-10 years.
4.12 After being applied to the inside of a windshield, the tag should exhibit no damage from exposure to water washing or exposure to commonly spilled beverages, mild cleaning solutions or vinyl plasticizers.
4.13 The Contractor must assign a sequential number to each box of transponder tags delivered and must start the sequence of box numbers with a (10-digit) number to be provided by CBP upon contract award.
4.14 Must provide a delimited file (electronic) containing transponder numbers and their corresponding box number for inventory tracking. The file format should be as follows:

4.15 Must supply transponder tags in packages of 100 – 200 (ideally 150) per box, with the quantity per box consistent throughout the entire shipment (except for the last box which may have slightly more or less due to packaging).
4.16 Transponders must be clean cut and stacked in each individual box (rolls are not permitted).
4.17 The Bar Code must be Code 39 type, and when read, must render the unique transponder tag serial number expressed as a 24 digit hexadecimal number.
4.18 In lieu of a list of transponder serial numbers being provided to CBP, the Contractor shall rely on its own records regarding previous deliveries of product to CBP, to ensure that serial numbers are not duplicated in the Contractor’s assignment of unique serial numbers to tags to be delivered under this contract.
5. DELIVERABLES AND DELIVERY SCHEDULE:

Transponders must be accompanied by a delimited file (electronic) containing transponder numbers and their corresponding box number for inventory tracking. The file format should be as follows:

PRODUCTION AND DELIVERY TIME
Partial shipments will be accepted in order to expedite delivery schedule. All transponders must be delivered no later than 45 calendar days after delivery order award date.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:
The Government does not anticipate providing any GFE or GFI.
7. ORDERING PERIOD:
The ordering period shall run for a total of five-years or when the contract ceiling is reached.
