Questions and Answers during Advertisement for CA FTNP SEKI 10(12), Generals Highway Road
March 7, 2019
Questions Answers
1 This project appears to be an ideal candidate for Cold In-place Recycling rather than pulverize in-place and overlay, and the use of Cold In-place Recycling may result in significant cost savings for the FHWA. Has the FHWA considered this alternative and if not, whom can be contacted to inquire about a possible value-engineering opportunity
See FAR 52.248-3 and FP-03 Subsection 103.03 regarding value engineering change proposals.
2 Are there profiles or elevations for the existing drainage systems to be removed or new drainage systems to be installed? If not, can these be provided? It is difficult to accurately price this work without knowing the drainage culvert inverts or depths.
See culvert cross sections posted with Amendment 001.
3 Regarding Tree Removal, Schedule Z, Their are two categories: removal / felling, and removal / felling and chipping. Question, does removal / felling mean fell and leave in place and removal / felling and chipping mean complete removal limbs and trunk?
Amendment 002 revises Subsection 202.07 to clarify the removal and chipping requirements.
“Fell and chip or remove designated trees within 40’ of the roadway centerline” for the tree removal (felling & chipping) line items Z0060, Z0100, Z0140, & Z0180 (pay item 20220-1000). The contractor may elect to remove the felled trees from the park (including limbs and trunk) or chip tree with a diameter less than 18 inchs and broadcast the chips.
“Outside of 40’ from roadway centerline, fell designated trees and leave where they lie” for tree removal (felling) line items Z0040, Z0080, Z0120, & Z0160 (pay item 20220-1000).
4 Regarding Tree Removal, Schedule Z, Can merchantable logs and chips be sold?
Merchantable logs from trees designated for felling & removal may be sold. Chips (from felled trees less than 18 inches in diameter) are to remain in the park and be broadcast in the adjacent area.
5 Regarding Tree Removal, Schedule Z, Can chips from limbs be broadcast back into forest?
Yes, for felled trees less than 18 inches in diameter. Also see response to question 4 above.
6 Regarding Tree Removal, Schedule Z, Are these DEAD trees?
The trees to be felled are hazard trees and are generally dead.
7 Section 202.07 is described as “Removal of Individual Trees or Stumps”. Is stump removal required for the trees felled or removed in Schedule Z?
Stump removal is not required for trees felled and/or removed under Option Z. Amendment 002 revises Subsection 202.07 to clarify this requirement.
8 Section 202.07 of the Special Contract Requirements states “Fence the drip lines of trees and plants remaining in or near the construction zone using construction fence.” Is this necessary? If so, how many trees or plants should the contractor expect to fence? Please consider adding an additional bid item for fencing trees and plants to be protected.
Amendment 002 deletes this requirement
