Questions and Answers

SIR/RFO 6973GH-22-R-00119

Prep and Paint Glide Slope Towers

1.Question: How long does the security background take and how is that done? Locally or just submission of employee data?
Answer: Badging is not an FAA managed requirement other than verification that the contractor is compliant, RAM Telecom LLC will need to manage this task through the RDU Airport Authority. Please contact the RDU Badging office at 919-840-7515 directly. This will help answer and provide the most accurate information.
2.Question: If the FAA can only escort 3 people, can the contractor drive on the AOA with additional people, with a badged driver. Are there any signage requirements for company vehicles?
Answer: Badging is not an FAA managed requirement other than verification that the contractor is compliant, RAM Telecom LLC will need to manage this task through the RDU Airport Authority. Please contact the RDU Badging office at 919-840-7515 directly. This will help answer and provide the most accurate information.
3.Question: Do we require radios for contact with ATCT or is that the responsibility of the escort?
Answer: Badging is not an FAA managed requirement other than verification that the contractor is compliant, RAM Telecom LLC will need to manage this task through the RDU Airport Authority. Please contact the RDU Badging office at 919-840-7515 directly. This will help answer and provide the most accurate information.
4.Question: Which towers do they want to start with?
Answer: The determination of which order the glideslope towers are to be painted will be made based on air traffic needs. For instance, if it is determined that for the next three days the winds are from the south, then the opposite end of the runways glideslope can be released with minimum impact to operations.
5.Question: Is there a water source anywhere on the airport Contractor can access?
Answer: RDU ATCT has an outdoor source of water that the contractor can use if tanks need to be filled.

6. Question: Does the Prime contractor have to have the Lead abatement license? We have done lead abatement for multiple FAA airports with licensed air monitoring and using the OSHA guidelines for removal and disposal. Will that suffice?

Answer: The Prime contractor does not have to have the lead abatement license as long as whoever does the abatement has the proper license.

7.Question: The SOW states work areas should be fenced, barricaded, or blocked off from unauthorized entry. Is that required at these sites “since we are already are on the AOA”? No one unauthorized should be able to access the sites.
Answer: A simple barrier outlining the area that people not engaged in the abatement work should not be is all that is necessary. It doesn't have to physically keep people or vehicles out. It's just as a warning that they shouldn't be in that area.
8.Question: Do need “third party” Air Monitoring for the duration of the abatement?
Answer: We believe all that is needed is for the workers to have personal monitors on. We have not used them before on towers in VA.
