5.0 STATEMENT OF WORK
5.1 MAIN CONTROL STATION CONSOLE (MCSC)
The MCSC located in the Main Control Station shall be renewed as follows.
The MCSC physical console shall be retained as much as possible and reused to house all new AMS and other required control equipment. Renewal of the console enclosure shall include at minimum new approved paint but can also include replacement of the console doors and replacement or re-skinning of all console control surfaces to provide a clean, maintainable appearance. New control surfaces shall be brushed anodized aluminum plates or steel plates painted to match existing console colors.
5.2 The renewed MCSC console shall house the two main AMS interface workstations. Each workstation shall have a keyboard, industrial trackball mouse, and minimum 20" color monitors (LCD type). In addition, a printer shall be provided to log alarms and process trend graphs, various system parameters and events, and HMI screen captures. An additional option of a paperless hard drive can be used instead of printer if approved by customer.
5.3 All control switches, pushbuttons, and indicator lights required by the regulations and PSTP shall be installed/renewed. All indicator lamps shall be the LED cluster type. All existing analog bar graph ‘Edgewise’ meters shall be functionally replicated within the AMS software as display screen.
5.4 BRIDGE CENTER CONSOLE (BCC)
The bridge shall be the remote propulsion control station, the firefighting/ fire detection station, and shall include controls of vital auxiliaries. The upgrade of the existing bridge center console (BCC) shall be retained as much as possible and upgraded similar to the MCSC. An AMS supervisory network workstation shall be physically integrated into the new BCC. As required by regulatory bodies, the fire detection functions will remain separate systems from the AMS.
5.5 The AMS workstation located at the BCC shall consist of an industrial computer mounted inside the BCC enclosure and connected to the AMS interface servers via the redundant supervisory networks. The workstation shall also include a keyboard, industrial trackball mouse, and minimum 20" color monitor (LCD type).
5.6 The bridge station shall be capable of all monitoring and control functions inherent to the MCSC operator workstations located at MCSC and in the Chief Engineer’s Stateroom, but shall also have the capability to operate in reduced function mode, where bridge users have no control privileges and non-vital system parameters are presented in summary only. When the MCSC is manned and controlling machinery, the bridge station shall not receive the non-vital machinery alarms.
5.7 All discreet alarms, indicators, and control pushbuttons (such as alarm silence and acknowledge) located at the existing bridge center and wing control consoles and driven by the existing AMS system shall be functionally replicated at the new control consoles. The AMS system shall support all existing bridge console functionalities regarding these alarms and indicators.
5.8 The display on the bridge shall incorporate dimming via a dial or buttons and selectable color palettes to allow easy viewing during daylight and night watches.
5.9 CHIEF ENGINEER’S STATEROOM WORKSTATION
An AMS workstation shall be located in the Chief Engineer’s Stateroom, and connected to the AMS interface servers via the redundant networks. The workstation shall include a keyboard, mouse, and minimum 20" color monitor (LCD type).
5.10 The Chief Engineer’s Stateroom workstation shall be capable of all monitoring and control functions inherent to the MCSC operator workstations located at MCSC and at the BCC, in the Chief Engineer’s Stateroom, but shall also have the capability to operate in reduced function mode, where users may monitor any aspects of the AMS, but lack any control capabilities.
5.11 The display in the Chief Engineer’s Stateroom shall incorporate dimming via a dial or buttons and selectable color palettes to allow easy viewing during daylight and night watches.
5.12 ENGINEER’S WATCH CALL, ASSISTANCE AND ALARM SYSTEM
The existing Engineer’s Alarm Panels (EAPs) located on the Chief Engineer’s Stateroom, the First Assistant Engineer’s Stateroom, and the Lounge shall be replaced with new equipment that replicates the functionality of the existing panels, and includes additional features and characteristics as noted in this section. Units shall Be Noris N3000-DMP 30/DMP 31 or equal.
5.13 The new EAPs shall communicate with the AMS control network CPUs via a serial, fieldbus, or other digital communications format. At a minimum, the new panels shall feature a single line LCD display to display alarm names and types to operators at these locations. Hard-wired controls, switches, and indicators inherent to the existing EAPs may be replaced by alternate I/O devices or touchscreen interfaces, provided they meet all relevant regulations for ACCU operation.
5.14 All EAPs shall have adjustable brightness for continuously backlit displays. Alarm indication lighting should not be adjustable.
5.15 ENGINEER’S ATTENDANCE CONTROLS
The AMS shall include an Engine Room Attended/Unattended selector switch, an Engineer Report Button, and an Engineer Report Button Timer. The Engine Room Attended/Unattended switch and Engineer Report Button shall be located at the MCSC. The attendance controls shall be managed by the AMS and provide the following functionality:
When in Unattended mode: Once the Engineer Report Button is pressed a 120 minute timer shall begin decrementing. The number of minutes left on the timer shall be shown on each AMS interface screen in a dedicated ‘status’ section. When the time reaches zero minutes, a non-vital alarm shall sound in the MCS, Generator Room, and Workshop, and a two-minute timer will begin decrementing. If the Engineer Report Button is not acknowledged before the timer reaches zero, a vital alarm shall sound at the MCS, Generator Room, all three Engineer Alarm Panels (EAPs), and the Bridge. The bridge “Engineer Fail to Report” indicator shall also light, and remain illuminated until the “Engineer Report Button” is reset. EAP1 is located in the 1st Engineer’s Stateroom room, EAP2 is located in the Chief Engineer’s Stateroom, and EAP3 is in the Lounge.
When in Attended mode: The Engineer Report Button timer does not decrement and the Engineer Report Button is disabled. Any alarm received will sound either the vital or non-vital audible alarm in the MCS and Generator Room. If these alarms are not acknowledged within 2 minutes, an ‘Engineer Assist Needed’ alarm shall sound at all EAPs and the bridge.
5.16 SYSTEM DESIGN CONSIDERATIONS
Process images (screens) shall graphically present the monitored functions with, for example, simplified system diagrams, and deck and/or space arrangements.
Consideration shall be given for the practical number of controls and indicators for each screen, limiting size of computer type monitors and the rule for clear and intelligent presentation of information. The number of screens and presentation of each shall be as mutually agreed upon between the Contractor/PSI and the Owner, but shall generally follow the guidance presented in Table 2. The AMS supplier shall utilize modern control system industry guidance for effective HMI design when designing the screen layouts.
5.17 The AMS supplier shall work closely with the Owner when developing the layout of information and graphics of the AMS interface screens. Interface development shall proceed as a collaborative effort between the system vessel owner, the PSI integrator, and the Contractor, and shall include a minimum of three iterations of review and feedback from initial submittal to final interface screen design. Sample screen captures from similar control integration efforts completed by the contractor shall be included with the contractor’s proposal for review by the Owner. Screen development iterations shall begin once the AMS system design is substantially complete. Final proofs of the screens shall be presented to the Owner for review and approval prior to AMS commissioning.
5.18 A single redundant UPS shall be provided and installed to serve all power requirements of the AMS hardware and field device signals. UPS redundancy shall ensure that no single point of failure within the UPS system shall prevent the UPS from maintaining power to the entire AMS system at full load conditions for a minimum of 20 minutes of operation. The UPS unit(s) shall be powered from two independent vessel power sources.
5.19 Equipment enclosures in the machinery spaces (including Thruster Room), and
Emergency Generator Room shall be IP44 or better.
