1. Are there alternate times the electric service can be shut down? Yes, PSEG electric service shutdown is acceptable during some holidays, weekends and academic leave weekdays.

Academic leave periods: Fall Leave - 10/26/18 to 11/4/18, Thanksgiving Leave-11/20/18 to 11/25/18, Winter Leave – 12/18/18 to 1/2/19, Spring Leave 3/1/19 to 3/10/19. Holidays:

Labor Day 9/3/18, Columbus Day – 10/8/18, Martin Luther King Day – 1/21/19, Presidents Day 2/18/19.

2. What is the required notice for individual building outages required for the normal weekday?

Individual building electric outages are acceptable during normal weekday giving a sufficient notice of five business days.

3. What are the liquidated damages in the event the campus power is not restored by the agreed time? Liquidated damages for the disruption of electric power past the agreed scheduled time is $14,600/day per building at the start of each 24 hour period past the scheduled time. The liquidated damages are applicable to the PSEG 48 hour shut downs, PSEG 24 hour shut downs and the individual building power outages. The contractor must notify the contracting officer and contracting officer representative of the status of restoring power 8 hours prior to scheduled restoration for the PSEG shut downs and 4 hours prior to scheduled restoration for the individual building power outages. Power will be required at the end of the scheduled shut down and shall be provided by the contractor. If the contractor defaults on the contract and is unable to provide power, the government (USG) will determine a course of action to ensure the Academy has power generation and the contractor will be required to reimburse the USG for the cost of temporary power generation plus overhead and administration costs of the USG.

4. What wiring has been recently replaced? Wiring between the main switchgear and the Fitch transformer has been recently been replaced with 1/0 copper and wiring between manhole two and the Bowditch transformer have been replaced with 1/0 copper. The contractor shall include the salvage value in their bid for the 1/0 copper and install the required 2/0 copper.

The wiring between the main switch and manhole 2 has already been replaced with 2/0 copper.

5. Are some night and weekend work schedules acceptable during this project? Yes. Night and weekend work can be arranged with the COR with sufficient notice.

6. Is there an alternate location for a laydown area since the one shown on the drawings could possibly interfere with construction operations? Yes, the area across the road between the switchgear and Rogers Hall. All areas must be restored to its original condition.

7. Drawing E-001, Phasing Schedule

a. Drawing details specific execution time (straight-time/over-time) and duration time for several tasks. During site walk, facility personnel indicated there would be as many as 4 other outages that could be conducted during straight time for the execution of these tasks. Please clarify if the work is to be quoted as straight-time or overtime. Please see answer to the question 1.

b. Phase 2, Task 2: It is assumed this work is limited to the replacement of the switches and fuses. Bus details, elbows, extensions, support and mounting hardware are to be provide/replaced only as required to effect the replacement of the switches. Please confirm. Confirmed, with the onsite approval of the COR. Hardware past the useful life will be replaced.

c. Calls to “provide centralized controller unit for single point of read-outs”. Please confirm this refers to the Power Monitoring and Control system as detailed in specification section 260913. Many locations have multiple meters in the same space. Can this be done in a single enclosure? Yes, single enclosure will be acceptable.

8. DWG. E-400, Typical metering wiring diagram:

a. Voltage reference shown as coming from bus other than CT bus. Is this correct? There is no C/T. The pad mounted transformers may have multiple take offs. Each requires monitoring.

b. Please provide locations where a wired connection to the meter communications card is not available and a wireless router is to be provided. Wireless router will be required in all outlying buildings, such as Tomb Field , All Quarters, Museum, Brooks Field House, Paint Locker, Eldridge Pool and Lockers, Prosser Boat House, Land Hall, Melville Hall, Cressy Pier, DPW Building ‘A’, DPW Building ‘B’.

9. Spec section 26 05 73: Overcurrent Protective Device Coordination Study. Please confirm study scope (e.g. limited to new equipment provided as part of the project or entire system as depicted on drawing E-200.00). The study should encompass the entire system shown on E- 200.

10. Who will be responsible for shutting down the downstream panels and equipment affected by the shutdowns in tasks 1.1, 3.1, 4.1, 5.1? What are the specific tasks for the Electrical Contractor and the academy? Facility personnel will shut down the facility owned equipment. The contractor will coordinate with the facility and perform the shutdowns of the feeders.

11. In each of the tasks above, will re-energizing the power occur upon the phase completion? What are the electrical contractor and academy responsibilities? The re-energizing of the feeders will be performed upon phase completion. The process will be performed in reverse order to that described in item 10, but the responsibilities are the same.

12. For the durations indicated on drawing E-001, how reliable are the time frames? Or is this a best-case scenario, What would be the plan if more time is required and will a change order be necessary? The phasing is provided as a guide. The shut down time frames are firm. The contractor will provide a construction schedule detailing the phasing and shut downs. The timing must be coordinated with facility personnel. The generators described in the note 1 on E-001 are not “stand-by” generators available on site at all times, but rather provided by the contractor should any portion of the shut down exceed the time frame allotted in order to enable the Academy to continue operation. See answers to question 1 and 3.

13. The tasks describing wire replacement depends upon removal of the existing feeder first. How is this handled should the feeder be unable to be removed? This item is not covered under the work scope and will be discussed on case by case basis.

14. Can you provide manufacturer and model numbers for switchgear switches and instruments to be replaced?

a. Switchgear is General Electric (Breakmaster), requisition number 577-90191, summary number 0258A1133.
