QUESTIONS AND ANSWERS FOR THE USMMA PRIMARY ELECTRICAL UPGRADE
AMENDMENT 3 (7/6/2018)
1. Please clarify location of MH #1F. The manhole is located at transformer #14.
2. E-102 Feeder routing on the north side of Steamboat Road in loop 1 does not match the Riser
(E-200). Please clarify routing. Feeder routes between manholes were originally submitted to the USMMA as as-built drawings from previous electrical upgrades. The actual routing was verified with facilities. Please note that the actual manholes do not have numbers or tags. The numbers were created so that feeders could be identified. E-200 is a schematic indicating the general arrangement of the transformers and associated feeders and manholes. Refer to E-100 and E-102 for feeder routes, lengths and manhole general locations. The contractor will be required to verify feeder routes and manhole locations in the field. Additionally, see questions 17 and 18 below and associated answers.
3. Is MH #1B new? If so, please provide specs/drawing on manhole as well as details/specs for new conduit going to MH #1B. Is existing feeder concrete encased? If so, please provide detail for intercepting existing concrete duct bank. Similar for MN#12. MH#1B and MH#12 are existing. All conduits are existing. All wiring is new.
4. The drawings and specifications include a new exterior enclosure, structural extension of the existing pad, etc. as shown on S-001 to be priced separately as Alternate 1. How will the price for Alternate 1 influence the bid review? The bid evaluations will be for the base bid only. Alternate 1 will not have any influence on the evaluation of the bids.
5. Are there design/as-built documents available for the existing switchgear pad? There are no design/as-built documents available for the existing switchgear pad.
6. Loop 1: E-200 riser shows FDR 1.2 and FDR 1.5 as 3-2/C #3/0 AL. E-001 phasing schedule shows all feeders as 4-1/C 2/0 CU. Please clarify. All feeders are 4/C # 2/0 CU.
7. Loop 1: E-200 riser shows FRD 1.6 in Phase 7.1. E-104 shows this same feeder in Phase
2.6. Please clarify. The feeder should be replaced in Phase 7.1. Please note that the phasing is provided as a guideline only. Contractor will be responsible to provide phasing and associated time durations for review and approval by the USMMA and Engineer of Record.
8. Loop 2: E-200 riser shows feed from MH#11 to XFMR 6 @ Delano Hall. This is not shown on the site plan. Please clarify routing. Based on information from facilities, the feeder was installed as a bypass but was not found during the survey. The feeder was not taken into account during calculations and is not required based on the scheme. However, contractor needs to carry 500’ of replacement 4/1C 2#2/O feeder in the price and provide a clear break out price for this item.
9. Loop 2: E-200 riser shows MH#10 and MH#9 between MH#11 and XFMR 9 (Wiley Hall). Site plan shows feeder 2.9 directly from MH#11 to XFMR 9. Please provide locations of MH#9 & MH#10 if they exist. The manholes exist based on documentation from previous electrical upgrades and information provided by facilities. The actual location will require field verification by the contractor.
10. Loop 3: Site plan E-101 shows (2) MH#5 between XFMR 10 and XFMR 11. Please clarify its location. Manhole #5 located near Samuels Hall on the plan should be labeled MH#5A.
11. Loop 3: Riser E-200 shows conduit from MH #5 to all of XFMR 11, XFMR 10, XFMR #17A, & XFMR 17B. Please confirm this is the case. The site plan seems to show routing differently.
Based on information provided by facilities, the feeders return to MH#5. E-200 indicates the general routing of the feeders. Refer to E-100, and E-101 for the feeder routes and lengths. The contractor will be required to verify actual feeder routes and manhole locations in the field.
12. Loop 3: E-101 shows FDR from XFMR 11 to MH#5 as FDR 2.10. Should this be FDR 3.7? Yes, the portion of the feeder was mislabeled on the plan; the feeder should be labeled 3.7.
13. Loop 4: E-200 riser shows (3) MH’s near XMFR 13A (Samuel Hall). What are the names/labels of the XFMRs and their locations? Based on information from facilities and drawings from previous electrical upgrades, the manholes exist near XFMR #13A. The contractor will be required to verify the feeder route and manhole locations in the field.
14. The specifications include section 02 08 00 – Asbestos Removal. Is ACM or suspected ACM present in this project? None is identified in the drawings. Fire-stop putty is present in the manholes as identified in the specification section via photograph. It is a typical condition, asbestos is present in the fire-stop putty at each manhole.
15. The new pre-fabricated metal enclosure to surround the switchgear is not drawn or detailed anywhere on the construction documents. There is no section 05 in the specifications.
Please provide the location of design information so that this component of the project can be priced. See section 26 13 29.2.14. Alternate #1 Switchgear enclosure for additional information and specifications. See structural drawing S-001 for structural information for the extended concrete pad.
16. The drawings do not indicate any ratings for 750KVA MV Pad Mount Transformer. the phasing schedule does not indicate anything about this either. We can assume the primary is 15KV and secondary 480/277V however, this is just an assumption. Please advise exact voltages.
The primary Voltage is 13200V/7620V, the secondary Voltage for transformer #10 is
120/208V, 3 Phase 4 wire.
17. E-102 shows two unlabeled feeders from MH #1D to transformer #14. What are these feeders? Based on as-built drawings and discussions with facilities, the feeders were installed as part of previous electrical upgrades. The contractor will be required to field verify feeder routes and manhole locations.
18. E-102 shows a feeder from MH #1G to meter location at the bleachers labeled as FDR 1.13 and FDR 1.14. This does not match what as shown on the riser. Please advise. Based on as-built drawings and discussions with facilities, feeders #1.14 and 1.13 are between the manholes it may extend to the transformer and return since we did not observe a splice in the field. The engineer believes based existing drawings and discussions with maintenance that the feeder extends to the Transformer #14 and returns back to the manhole #1G. We could not identify the MH #1E in the field. Some of the manholes were buried under the grass over the years. The contractor will be required to field verify feeder routes and manhole locations.
19. In SS 01 00 00 – 1.16 AS-BUILTS, AS suggests, “Contractor must provide as-built drawing in CAD format.” Will the original CAD file be supplied to the contractor, or does the contractor need to recreate the drawings from scratch in CAD? The original CAD drawings without the title block information will be supplied to the contractor and the contractor will update and provide to the USMMA.
20. SS 01 00 00-1.44 PROJECT RECORD DOCUMENT suggests legibly marking on the site CD’s with actual revisions of the Work. Does this mean that the CAD as-builts are not required from the Contractor? The original CAD drawings without the title block information will be supplied to the contractor and the contractor will update and provide to the USMMA.
